The Role:

The Project PQMEAL Officer (Project Quality, Monitoring, Evaluation, Accountability, and Learning) is responsible for supporting the implementation of PQMEAL activities for the ECHO-funded project. This role ensures data quality, accountability mechanisms, and learning processes are effectively integrated into project implementation. 

The officer will work closely with the Sr. PQMEAL Officer and the Consortium Coordinator to ensure compliance with donor requirements and ActionAid’s humanitarian standards.

The position is based in Dnipro, with travel to field locations in Ukraine as required.

Tasks and Priorities

1) Monitoring & Data Management

  • Support the development and implementation of the project’s MEAL framework in line with ECHO and ActionAid standards.
  • Assist in designing data collection tools and methodologies for quantitative and qualitative monitoring.
  • Conduct regular field visits to monitor project activities, ensuring accurate data collection.
  • Maintain project databases, ensuring timely entry and validation of data.
  • Assist in real-time monitoring and provide feedback to the Consortium Coordinator and Sr. PQMEAL Officer.

2) Accountability & Learning

  • Support the implementation of accountability mechanisms, including feedback and complaints response systems.
  • Conduct community consultations and ensure affected populations are informed about project activities and their rights.
  • Assist in analysing and compiling lessons learned from project implementation, contributing to adaptive programming.
  • Facilitate after-action reviews and learning sessions with project teams and partners.

3) Reporting & Compliance

  • Support the Sr. PQMEAL Officer in preparing donor reports, including compiling data and drafting sections related to MEAL.
  • Ensure all MEAL-related documentation is stored appropriately for audit and donor compliance.
  • Assist in tracking project indicators and outputs against log frames and performance targets.
  • Work closely with implementing partners to strengthen their reporting and accountability systems.

4) Coordination & Capacity Strengthening

  • Work closely with consortium partners and the Sr. PQMEAL Officer to align MEAL activities across all partners.
  • Assist in training field staff and partners on data collection methods, accountability, and adaptive learning.
  • Participate in coordination meetings with humanitarian clusters, working groups, and donor briefings as needed.

Who we're looking for: 

  • A bachelor’s degree in Social Sciences, International Development, Statistics, Monitoring & Evaluation, or a related field.
  • At least two years of experience in a MEAL-related role, preferably within the humanitarian sector.
  • Experience in designing and implementing monitoring and evaluation frameworks.
  • Familiarity with ECHO KOIs and KRIs, donor requirements and humanitarian accountability frameworks.
  • Proficiency in data collection software (e.g., KoboToolbox) and Microsoft Excel.
  • Experience in community engagement and accountability mechanisms.
  • Strong understanding of gender-sensitive and intersectional approaches in humanitarian programming.
  • Excellent interpersonal skills and ability to work with diverse teams.
  • Fluency in Ukrainian and English (both written and spoken).
  • A consultative and empowering working style with a commitment to learning from others.
