ActionAid works through a wide range of local partner organisations in the nexus, prioritising young people’s leadership, civil society development, women’s rights and leadership, the protection of at-risk groups and minorities, as well as humanitarian assistance.
The Role:
ActionAid Eastern Europe’s is looking for a Humanitarian Protection Coordinator with a deep commitment to women’s rights and proven experience in Protection, program management and livelihoods, with particular experience in Community-Based Protection (CBP) and/or Survivor and Community-led Response (SCLR), Gender-Based Violence (GBV) response, and Mental Health and Psychosocial Support Services (MHPSS).
The role is based in Dnipro and reports to the Women’s Rights Advisor, with a technical management line to the Head of Programmes. The role works closely with the ECHO Consortium Coordinator, the Project Development and Implementation Coordinator, Civil Society Development Advisor, the Social Movements Lead, the Safeguarding Focal Point, as well as other colleagues based in Moldova, Poland, Romania and Spain.
Tasks and Priorities
- Community-Based Protection & Community Engagement (40%)
- Lead the WLCBP (Women-Led Community-Based Protection) Phase II and III funded by ECHO roll-out in 20 communities in Eastern Ukraine in line with Community and Survivor-Led Response (SCLR) standards and good practices.
- Build capacity on the approach of community-based protection initiatives with ActionAid and partners.
- Foster strong relationships closely with communities, strengthen their capacity and gather lessons learnt.
- Networking with relevant stakeholders at Ukraine level on community-based protection and livelihood initiatives.
- Engage with ActionAid Federation members and staff working on this agenda.
- Protection Work (50%)
- Identify and evaluate protection risks and needs of affected populations through surveys, interviews, and field visits to inform programmatic responses, in coordination with the relevant members of the team.
- Oversee and provide technical guidance for protection programs, including gender-based violence (GBV) response, child protection, and psychosocial support services.
- Design and implement protection projects and action plans, to address identified risks, needs and vulnerabilities, in line with ActionAid’s Strategic Pillar IV, Protection of vulnerable communities in Ukraine.
- Oversee partners’ MHPSS programmes across Ukraine and provide technical guidance, if needed.
- Ensure AA’s and partners’ GBV programmes mainstream Sexual and Reproductive Health and Rights (SRHR) elements.
- Ensure Protection mainstreaming across all of ActionAid’s programmatic activities in Ukraine.
- Monitor the effectiveness of protection interventions, document and analyse protection incidents.
- Coordinate with NGOs, UN, donors, and government entities, and report back data on ActionAid’s activities to the Protection Cluster.
- Represent ActionAid in the Protection Cluster, the Dnipro Protection Hub, and the ADTWG.
- Facilitate coordination between partners, ActionAid, NGOs, UN, donors, and government at the field office level.
- Team Management and Capacity Strengthening (10%)
- Recruit and manage, if needed, a Protection Officer, including hiring & firing, onboarding, setting goals and capacity support plans, mentorship, and day-to-day management.
- Develop partners’ capacities on Protection, and develop the team’s capacity to develop partners’ capacity.
- Develop capacity building protection strategies with partners and staff.
- Strengthen the ActionAid team’s overall understanding of the Protection Sector.

Who we're looking for:
For this role, ActionAid collects additional references including a police check and extended reference checks with former employers.
- A master’s degree in a relevant discipline such as Psychology, Law, Human Rights, Gender Studies.
- A minimum of five years’ experience in technical work relating to including MHPSS, GBV, child protection, or protection mainstreaming.
- A minimum of three years of relevant experience in working in a similar role in humanitarian organisations in a Protection-focused role.
- Work experience in developing, implementing, and evaluating GBV related programmes.
- Expertise in community-led protection initiatives.
- Expertise in Sexual and Reproductive Health and Rights (SRHR) strongly preferred.
- Excellent project management skills and a solid understanding of MEAL processes.
- Significant experience in working with a wide range of stakeholders including women, LGTBQIA+ communities, young people, minorities, but also senior decision makers and donors.
- Proven experience in managing, and building the capacity of, staff and local partners.
- Proficiency in English and Ukrainian.
- Exceptional interpersonal skills: tact, patience, diplomacy, confidentiality, and appropriate assertiveness when communicating with donors and partners.
- Consultative and empowering working style and willingness to learn from others.
