The Protection Manager will be responsible for the overall delivery of Protection programme covering Case management (including Child Protection, Gender Based Violence, and General Protection), Psychosocial Support, Legal Aid, Awareness Raising, (including Explosive Ordinance) and Capacity development through clear planning, implementation, monitoring and reporting on all activities. The Protection Manager will work under the direction and line management of the Field Coordinator  in Dnipro, and be technically guided by the Protection TA in HQ and Senior Program Coordinator.

The Protection Manager will be responsible for coordinating, supervising, and managing the performance of a team of protection field workers to ensure quality delivery, proper documentation, ensuring accountability to affected populations, setting up referrals and contributing to reporting to donors.

The Protection Manager  may also support local partners, under the guidance of the  Senior Program Manager  to increase quality and efficiency of partner delivery of protection programmes. The Protection Manager will collaborate with MEAL and Logistics to ensure proper data management, budget consumption and monitoring, and implementation of purchase or cash procedures as necessary.

Key Responsibilities

Project Management 

  • Lead the Protection Team in planning and executing the implementation of protection programmes, under the overall supervision of the Field Coordinator at the base. 
  • Ensure the quality of programme delivery by actively collaborating with the Field Coordinator to operationalise global and national clusters recommendations, guidelines and standards. 
  • Contribute to donor and other organizational reporting, as requested by the Field Coordinator
  • Ensure proper data collection, management, and archiving by the field officers, in line with Data Protection Procedures, and collaborate proactively with MEAL department in verifying, cleaning and preparing data for reporting.  
  • Support capacity building of field officers to work according to donor guidelines such as indicators, compliance, regulations, etc; The Protection Manager will be supported by the Field Coordinator and Senior Program Coordinator. 
  • Lead or contribute to assessment of needs, gaps of target populations in current and prospective areas of operations and other assessments, periodically update the protection situation analysis as requested by the Field Coordinator and Senior Program Coordinator.  
  • Set up and maintain a solid referrals system for intra-TGH, intra-consortium and inter-agency activities, with technical  guidance of the Field Coordinator. 
  • Provide feedback for improving protection activities quality to supervised staff, Field Coordinator. 
  • Support Supervisors of sub-sector on quality monitoring of the service provision through individual and group supervisions (observation, case discussion, file check, capacity assessment, etc.) and field visits per protection minimum standards.

Protection Programming 

  • Supervise the identification and registration of individual cases requiring protection services through direct support from TGH, indirect support through referral and follow-up.  
  • Support the team’s development of  service mapping to support referrals and general reach of programming, under the guidance of the Protection TA in HQ. 
  • Ensure protection staff awareness and implementation of national and global protection minimum standards, under the guidance of the Head of Protection. 
  • Ensure timely recording and updating of registered cases, consultations, and group activities in the database; ensure security of databases.  
  • Uphold and support supervisor  in upholding humanitarian principles, protection principles and ethics. 
  • Provide data and information to contribute to proposal development as requested by Field Coordinator.

External Representation and Coordination

  • Support the Field Coordinator in increasing the reach of TGH’s programming, by working with the field officers to identify gaps in coverage, new areas for programming, establishing contact with the local authorities, etc.  
  • The Protection Manager  take the lead on attending the Protection Sub-Cluster meetings, and should ensure Supervisors participate in appropriate TWG and AoR meetings.

Monitoring, Evaluation, Accountability and Learning

  • Actively collaborate with the MEAL department to verify and clean programme data to prepare it for reporting. 
  • Support MEAL department in carrying out independent checks of data and post-service/distribution monitoring of project activities on a regular basis. 
  • Support MEAL department,Field Coordinator in updating tools such as KoBo forms based on field officers’ feedback and global guidelines. 
  • Ensure field team upholds data protection principles and protocol.
  • Support field team to store and process data and documents efficiently and in line with data protection protocol.
  • Support Field Coordinator and MEAL department in mainstreaming protection across the organization.

Line Management & Performance Management

  • Set performance objectives for supervisors , and support them achieve objectives; monitor the performance objectives they set for their respective teams and provide support as necessary. 
  • Conduct regular meetings with the team and with Field Coordinator to track progress and discuss staff challenges and opportunities 
  • Conduct regular performance appraisals under the guidance of the HR department. 
  • Provide day-to-day support to protection workers in ensuring effective time management, internal and external communication, clarity of role and responsibility, and strict adherence to TGH Code of Conduct and other applicable policies (Safeguarding Policy for the Prevention of Sexual Exploitation and Abuse, Child Safeguarding; Gender Equality and Protection from Gender-based Violence, etc.) in partnership with the Programme manager and Head of Programmes – Protection.

 Additional Responsibilities

  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned within reasonableness of their level of skills and experience as assigned by their line manager and agreed in the presence of HR.
  • The post-holder will comply with all relevant TGH policies and procedures with respect to child safeguarding, PSEA, safety and security, code of conduct, equal opportunities and other relevant policies.

 Job Requirements

Required Educational Qualification, Skills and Experience:

Education

  • University degree in relevant field including but not limited to  social work, law, human rights, social science, psychology, etc.

Professional Requirements

Essential

  • 2 years experience as supervisor/manager of case management, legal aid, or other protection team in humanitarian emergency.
  • 1 - 2 years of experience as a protection case manager, legal aid officer or any position related to protection. 
  • Technical knowledge and understanding of protection in humanitarian emergencies, including issues relating to violence, coercion, deliberate deprivation and abuse.
  • Technical knowledge of protection minimum standards related to case management, legal aid, psychosocial support, awareness raising, individual protection assistance/cash for protection, protection counselling, referrals under the umbrella of general protection, child protection and gender-based violence specialized programming.
  • Good knowledge of the Ukrainian humanitarian context.
  • Fluency in written and spoken English.
  • Leadership (not only managerial) skills.
  • Experience in establishing and maintaining professional relationships and networks with external parties including but not limited to local and national authorities, other non-governmental organisations, etc. 
  • Willingness to work in the Dnipropetrovs’ka Oblast, with regular visits to target districts in the Dnipropetrovs’ka, Zaphoriz’ka, and Kharkivs’ka Oblasts.
  • Proven capacity for mentoring, facilitation, training, capacity building and coaching.
  • Adaptability and openness to feedback, including the evolution of contexts and missions and new protection minimum standards.
