Consultancy Description

Momentum Wheels for Humanity is implementing the five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity in Ukraine. The project aims to create sustainable, quality physical rehabilitation services within the health system across all levels of care, including the primary health care (PHC) level, by addressing both urgent, short-term gaps and long-term systems requirements. Sustainable, quality, physical rehabilitation services will enable all Ukrainians to optimize their functioning, fully integrate within society, and participate in the economic recovery and growth of the country.

The Monitoring, Evaluation and Learning (MEL) Consultant will be responsible for successful monitoring, evaluation, and learning of the Rehab4U project in keeping with the USAID principles of collaboration, learning, and adaptation. The MEL Consultant will support the Rehab4U project’s data collection, analysis, and reporting with a focus on research and evaluations.

Employment Overview 

The MEL Consultant will work closely with the Senior Advisor on Monitoring & Evaluation and Strategic Information and the technical team to provide essential support for the Rehab4U project in development and implementation of evaluation activities ensuring high quality of the project analytical products.

Key Responsibilities

The Consultant shall assume the following specific responsibilities for the length of the consultancy:

Task 1: Support development and maintenance of the monitoring & evaluation system for Rehab4U in coordination with the Senior Advisor on Monitoring & Evaluation and Strategic Information

  • Assess and identify the evaluation needs of the project;
  • Support development and update the project evaluation and learning plans according to the project needs, context, and donor requirements.
  • Support development and update of evaluation tools, protocols, and guidelines for the project staff and partners;
  • Ensure high-data quality, validity, reliability, and security via organized collection, review, analysis and storage of project data and deliverables;
  • Attend USAID/donor-hosted and other related trainings for MEL to maintain up-to-date MEL system;
  • Adhere to the guidance and compliance standards of USAID and MWH as well as the project MEL needs.

Task 2: Train and support field and partner staff on MEL 

  • Define training needs to ensure implementation of the effective MEL system. This may include (but is not limited to) trainings on the conduction of surveys, studies, evaluations, analysis (development of concepts, protocols, questionnaires, usage of data collection tools, report writing, etc.);
  • Develop training materials and conduct corresponding trainings for relevant staff and partners;
  • Advise project staff and partners on planning and implementation of evaluation activities.

Task 3: Implement the MEL system for Rehab4U working closely with the technical teams and partners

  • Support implementation of evaluation activities, namely research, assessments, evaluations, etc. on the basis of project needs (provide qualified input to the development of study designs, concepts, protocols, instruments, formulation of research questions; review analytical reports and provide feedback to the technical teams and partners);
  • Support preparation of research proposals and applications;
  • Analyze and visualize data for different project purposes;
  • Conduct internal data quality assessments;
  • Consolidate M&E and other narrative inputs from the project team and partners to develop donor reports;
  • Consolidate relevant data for compliance requirements such as submissions for Development Experience Clearinghouse (DEC), Development Data Library (DDL); USAID assessments; etc;
  • Collaborate with the project staff to ensue data usage;
  • Collaborate with the Strategic Communication Team and HQ on M&E inputs for the development of communications materials;
  • Implement other MEL tasks as needed.

Professional Qualification

  • At least master’s degree in public health, sociology, or related field; 
  • Familiarity and understanding of USAID policies and procedures;
  • High level of computer literacy, especially in Word, Excel, Power Point, Internet Explorer, Outlook and SPSS or other statistical packages; 
  • Excellent oral and written communication skills in Ukrainian and English.

Experience

  • Minimum of five years relevant experience in planning and conducting researches and evaluations which includes: identifying the research needs, formulating the research questions and developing the research protocols, leading, managing and conducting research projects;
  • Demonstrated specific experience in the quantitative and qualitative analysis, use of different survey tools;
  • Previous experience in preparing and conducting capacity building activities.
