The International Charitable Foundation 'Alliance for Public Health' (APH) announces external recruitment to fill the role of consultancy of Senior Program Officer: Monitoring, Evaluation and Research.

The International Charitable Foundation «Alliance for Public Health» is a leading non-governmental professional organization that makes a significant impact on the epidemics of HIV/AIDS, tuberculosis, viral hepatitis, and other socially dangerous diseases in Ukraine.

PEPFAR project (Improving HIV Treatment Cascade for Key Populations through Differentiated Case Detection and Linkage to Care and Increased Capacity of the Center for Public Health and Strategic Information in Ukraine under the President’s Emergency Plan for AIDS Relief) supports activities aimed at HIV case-finding, linkage to care, treatment and prevention programs and encourages the use of strategic information to develop the evidence-informed country response to HIV and other related socially dangerous diseases.

Purpose: The Senior Program Officer: Monitoring, Evaluation and Research will support the strategic information activities aimed at evidence synthesis to provide data-driven recommendations for HIV case finding and treatment programs to increase their effectiveness and efficiency and develop the local capacity in monitoring, evaluation and strategic information

Terms of References 

Requirements:

  • University degree in public health, sociology, epidemiology, or related fields.

  • Minimum 3 years of experience in monitoring and evaluation of social programs/projects, social research, and/or data analysis.

  • Strong skills in statistical data analysis using SPSS, and advanced Excel skills. Knowledge of R or other common statistical software is an advantage.

  • Proven or demonstrated experience in planning and conducting social, epidemiological, or operational studies or assessments.

  • Strong writing and editing ability; experience in writing proposal sections and concept notes.

  • Ability to work independently and as an effective team member; ability to prioritize among multiple competing requests.

  • Strong attention to detail, analytical, prioritization, and problem-solving skills.

  • Excellent verbal and written communication skills in Ukrainian. Minimum English proficiency level B2 (Upper-Intermediate) is required. 

  • Outstanding communication and presentation skills.

  • Ability to travel up to 10% of the working time.

Services: 

  • Conduct programmatic and research data analysis, including primary and secondary data, interpretation, and evidence synthesis to monitor and evaluate program performance.

  • Analyze HIV epidemiological, program, and survey data to monitor trends and develop focused recommendations for programs.

  • Produce analytical products such as presentations and infographics, and progress reports.

  • Support and participate in obtaining routine data from national stakeholders and regional institutions for secondary analysis.

  • Participate in the development of research proposals and protocols based on current research needs.

  • Communicate research evidence and results of data analysis to ensure Alliance activities are data-driven and well-informed.

  • Support data sharing and communication processes, including regular updates on the Alliance’s online data platforms.

  • Contribute to the building national capacity in the strategic information and provide technical support to local partners in monitoring, evaluation, and research.

  • Represent the organization as a spokesperson and advocate at conferences, shareholder meetings, policy meetings, and expert gatherings.

  • Perform other duties as required.
