Background:

The Partnership Fund for a Resilient Ukraine (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO). The aim of PFRU-2 is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate and strengthen resilience for a more socially cohesive, inclusive, democratic, and prosperous Ukraine. PFRU-2 provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence. The Project Manager will provide support in project management, compliance, budgeting, and other relevant processes to ensure the effective implementation of PFRU-2 projects and activities.

Responsibilities:

  • Management of activities and within Culture and Identity project portfolio: work focused on the preservation and promotion of Ukrainian culture heritage, protection of the diverse identity of Ukrainians, building human capital in cultural sphere. 
  • management of project outcomes, ensuring timely execution and adherence to all schedules and stages.
  • Maintaining project implementation documentation, including plans, progress reports, meeting protocols, and other documents.
  • Interaction and close cooperation with key PFRU partners in the sphere of Culture.
  • Shaping the project interventions, tailoring the implementation instruments the way that best suits that specifics of the cultureal and identity-related activities.
  • Coordination and collaboration with project stakeholders, including GoU, cultural actors, civil society, local self-government in targeted communities, and team members, partners, donors, suppliers, and other parties.
  • Risk management, including identifying potential risks and issues that may impact project implementation and developing strategies to prevent and minimize those risks.
  • Monitoring and evaluation: tracking project results according to established goals and key performance indicators (KPIs), conducting regular interim evaluations, and making suggestions for improving results.
  • Managing project and grant budgets. Preparing regular project reports, including monitoring progress, issues, risks, and key performance indicators.
  • Communicating with the finance team to ensure the financial viability of projects and the ability to implement them within required timelines.
  • Supporting training and capacity building for grant recipients and project team members, providing recommendations on project methodologies, tools, and best practices for project implementation.
  • Ensuring compliance with organizational policies, procedures, and regulatory requirements throughout the project lifecycle. Sharing knowledge from lessons learned and disseminating best practices from project experience. Ensuring that projects adhere to gender equality, social inclusion, and conflict sensitivity principles. Participating in technical workshops, presentations, and meetings as needed.
  • Traveling to regions for project monitoring if necessary.
  • Providing administrative and logistical support to management, including planning meetings, coordinating travel arrangements, and facilitating communication between team members.
  • Performing additional technical tasks and achieving results as required.
  • Contributing to the project revision, design and design update.

Qualifications:

  • A bachelor's degree in public administration, international relations, business, finance, or a related field.
  • A minimum of 5 years of experience implementing cultural, artistic, or relevant social projects and programs in collaboration with the Government of Ukraine (GoU), including the Ministry of Culture, Ukrainian Cultural Fund, Ukrainian Institute, other state institutions, museums, libraries, and civil society organisations in the cultural sector in Ukraine.
  • Experience working with international technical aid programs is desirable.
  • Up to five years of experience working on projects funded by the UK FCDO or other donors is desirable.
  • In-depth knowledge of compliance requirements, particularly related to donor-funded projects.
  • Adaptability. It is critically important to be able to perform a wide range of tasks related to project activities and compliance with rules and regulations.
  • Experience with project management platforms/systems is desirable.
  • Excellent oral and written communication skills.
  • Versatility and integrity.
  • Ability to work professionally with colleagues, visitors, and the public.

Duration of Assignment:

From March through end of June.
