The Recovery and Reform Support Team (RST) at the Ministry of Economy of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms.
Additionally, Public investment management (PIM) reform is recognized as a key element in fostering economic growth and resilience in Ukraine, underscoring the importance of well-directed and effective allocation of resources. The reform has been identified as a key priority for the IMF and the Fund, the European Commission, World Bank, and other IFIs support it.? To support this initiative, the Ministry is seeking advanced analytical expertise to inform and guide investment strategies, ensuring that the restoration efforts are both targeted and effective.
Main Duties / Responsibilities and Deliverables
The SPM is expected to assist in the following:
- Coordinating the implementation of the PIM Roadmap: Overseeing and ensuring the successful execution of the Roadmap Action Plan, with a particular focus on contributing to tasks within the Ministry of Economy and in consideration of EU accession requirements.
- Developing and maintaining internal work plans by creating detailed schedules and work streams within the Public Investment Management (PIM) direction to ensure the timely execution of key tasks and components.
- Resource coordination and task assignment: effectively allocating resources and assigning tasks to PIM team members to ensure project milestones are met.
- Facilitating cooperation with government bodies and stakeholders, including DREAM team: Coordinating efforts with various government entities and stakeholders to advance PIM activities.
- Supporting the Strategic Investment Council activity: Contributing to the operationalization of the Strategic Investment Council by offering specialized assistance in information gathering and analysis to support the Council's activities.
- Offering specialized assistance in information gathering and analysis to support the Strategic Investment Council's activities.
- Coordinating the improvement of a methodological framework to guide future legislative changes in the preparation, prioritization, appraisal, and selection of public investment projects.
- Supporting the development of public investment management (PIM) initiatives by providing expert input, analyzing best practices, and contributing to the design and implementation of policies, frameworks, and processes to enhance the efficiency and effectiveness of public investments.
- Support in setting up PIM unit and acting on its capacity building.
- Ensuring coordination and collaboration with other PIM-related stakeholders, in particular the Ministry of Finance, as a co-leading agency in the Public Financial Management (PFM) reform alongside the Ministry of Economy.
- Preparing and structuring data for analytical reports and presentations: compiling and organizing data into comprehensive analytical reports, presentations, and other formats to facilitate effective communication on PIM issues.
- Producing timely and high-quality reports on PIM reform progress: ensuring the timely preparation of detailed reports and status updates that accurately reflect the progress of PIM reforms and provide clear insights for decision-making.
The SPM will be expected to provide the following deliverables:
- Successful execution of the PIM Roadmap Action Plan, with a focus on tasks led by the Ministry of Economy.
- Detailed project plans by creating detailed schedules and work streams within the Public Investment Management (PIM) direction to ensure the timely execution of key tasks and components.
- Efficient resource allocation and task assignment within the PIM team to meet project milestones.
- Coordinated cooperation with government bodies and stakeholders, including the DREAM team, to advance PIM activities.
- Operationalization of the Strategic Investment Council, including expert analytical support and information analysis.
- Comprehensive methodological framework improvement for preparing, prioritizing, appraising, and selecting public investment projects.
- Valuable contributions to the development and advancement of PIM initiatives.
- Support in establishing and building the capacity of the PIM unit.
- Compilation and organization of data for analytical reports and presentations on PIM issues.
- Timely and high-quality reports on PIM reform progress, providing actionable insights for decision-making.
Qualifications and skills:
- Master’s degree in economics, mathematics, finance, project management, public policy or law.
- Strong analytical, communication, and presentation skills.
- Understanding of principles, practices, and regulations related to public investment management, including budgeting, financial management, procurement, risk management, and monitoring and evaluation.
- Experience in working with open sources of information, including statistical data.
- Ability to create summary tables, reports, and infographics based on a data set.
- Excellent verbal, written, and communication skills.
- Advanced level of PC literacy (PowerPoint, Project, Excel, Word).
- Excellent command of Ukrainian and fluency in English.
Professional experience:
- Minimum 7 years of general professional experience.
- Minimum 5 years of experience in economics and/or finance.
- Additional experience in financial analysis and economic research, project management, public or business administration, and financial consulting is an advantage.
Other experience:
- Proven knowledge and skills in project management, financial analysis, and management.
- Experience in project management in the public administration sector.
- Experience with managing and coordinating EU-funded projects and programmes is an asset.
- Experience in working with multidisciplinary teams is an asset.
- Strong understanding of economic reforms, economic regulation, governance, public administration and political economy issues in the transition region and knowledge of economics/finance.
- Ability to operate independently in political, diplomatic and business environments; diplomatic skills required for regular contact with senior national and international officials.
