About Solidar Suisse

Solidar Suisse operates in Ukraine with a strong focus on Protection, Shelter, Localization, and Early Recovery. The organization works through local partners, including Women-Led and Community-Based Organizations (WLOs/CBOs), to deliver safe, accessible, and inclusive multi-sectoral humanitarian assistance.

Given the increasing shelter needs driven by ongoing hostilities, widespread damage to residential buildings, and seasonal vulnerabilities, Solidar Suisse is scaling up its Shelter & WASH support. This includes light and medium repairs, winterization support, accessibility upgrades, WASH rehabilitation, and community-level infrastructure improvements.

In this context, a Shelter & WASH Officer is required to ensure the technical integrity, quality assurance, and safe implementation of construction/rehabilitation activities in coordination with partners, contractors, authorities, and the Shelter Cluster.

The Position

The Shelter & WASH Officer ensures high-quality, safe, and compliant implementation of Shelter and WASH interventions across designated areas. The role provides technical supervision, field monitoring, engineering oversight, partner capacity building, and ensures adherence to national construction norms, humanitarian standards, and Solidar Suisse operational policies.

This position contributes to high-quality assessments, BoQ development, scope-of-work preparation, technical reporting, and coordination with authorities and other humanitarian actors.

Main Tasks and Responsabilities

Programme Management

  • Plan, prepare, and oversee the implementation of Shelter and WASH activities, including rehabilitation of damaged houses, community infrastructure, and WASH facilities, ensuring high technical and humanitarian standards 
  • Support development and monitoring of project workplans, procurement schedules, and contractor workflows.
  • Ensure that activities remain within assigned budgets and comply with donor and Solidar Suisse procedures.
  • Maintain daily communication with the Programme Manager\Technical Lead and submit monthly technical reports.
  • Ensure appropriate monitoring, evaluation, and quality assurance systems are in place and used effectively.
  • Respond promptly to operational risks, bottlenecks, and technical issues arising during implementation.

Technical Engineering Responsibilitiea

  • Conduct field-level technical assessments:
  • Rapid Needs Assessments (RNAs)
  • Multi-Sector Needs Assessments (MSNAs)
  • Detailed technical construction assessments
  • Safety and accessibility assessments 
  • Prepare Bills of Quantities (BoQs), technical drawings, and Scopes of Work aligned with Ukrainian norms and Shelter Cluster standards.
  • Survey construction sites and provide recommendations on feasibility, technical solutions, and safety measures.
  • Perform quality control and quality assurance at all construction stages.


Monitor compliance with technical specifications, safety regulations, and minimum standards.

  • Ensure contractors follow safe working practices, including labour safety rules.
  • Support WASH activities such as repairs of sanitation facilities, water system upgrades, drainage improvements, and distribution of hygiene/sanitation materials where applicable.


Partnership Management

  • Maintain strong partnerships and regular communication with implementing partners, municipalities, and community leaders.
  • Participate in partner review meetings, providing technical guidance and addressing emerging challenges.
  • Provide technical mentoring and on-the-job support to partner engineers.
  • Coordinate with local authorities regarding construction permissions, safety requirements, and community engagement.

Human Resources & Capacity Building

  • Identify technical training needs for partner staff and community focal points.
  • Organize and deliver capacity building on:
  • Shelter repair standards
  • WASH maintenance and hygiene promotion
  • Contractor supervision
  • Safety protocols
  • Supervise direct reports (if assigned), ensuring use of weekly plans and quality reporting.
  • Strengthen partner knowledge on humanitarian Shelter & WASH guidelines.


Coordination & Representation

  • Represent Solidar Suisse at cluster/sector meetings (Shelter, WASH).
  • Ensure activities are coordinated with Protection, Education, and other sectors as relevant.
  • Contribute to the development of case studies and technical notes for reporting and advocacy.
  • Support harmonization of technical approaches across implementing partners.

Required Profile and Experience

Education & Experience

  • Bachelor’s degree in Civil Engineering, Structural Engineering, Construction, Architecture, Urban Planning, or related field 
  • Minimum 3 years of relevant experience in construction/rehabilitation, WASH, shelter programming, or engineering in humanitarian/emergency settings.
  • Experience conducting technical assessments and preparing BoQs/SoWs.
  • Experience supervising contractors and construction workflows.
  • Familiarity with Ukrainian construction norms and safety regulations.
  • Experience working with NGOs or UN agencies, preferably in emergency response.
  • Proficiency in MS Office, AutoCAD (desirable), and digital reporting tools.
  • Strong analytical, communication, and community engagement skills.

Deliverables

  • Completed technical assessments and BoQs for all assigned sites.
  • Approved Scopes of Work for each repair or WASH intervention.
  • Weekly and monthly progress reports with photos and quality control notes.
  • Completed monitoring checklists for contractor performance.
  • Capacity-building sessions delivered to partners (documentation included).
  • Verified and signed technical completion certificates for finished works.
  • Contribution to project proposals, donor reports and cluster reporting (if required).

The role holder may be required to undertake other duties relevant to their skills and experience and in line with Solidar Suisse needs.

Contract

Type of contract: Employment Contract or Service Agreement or FOP

Duration of contract: 6 months (renewable subject to performance and funding)
