Role Overview:
In his/her capacity as representative HEKS/EPER, the MHPSS Advisor, manages and supervises the MHPSS interventions integrated into the GBV program being implemented for the offices of HEKS/EPER and its partners in South and East of Ukraine and provide support to the emergency project(s) being implemented.
The MHPSS Advisor will use their technical expertise, in-depth contextual understanding, and relationship building skills to define and deliver HEKS-EPER’s strategic vision for high quality, integrated MHPSS programming in Ukraine in line with global standards and latest research. This builds on a growing and increasingly well-documented recognition of the critical MHPSS needs in Ukraine, and of the gaps in available national and local services, NGO responses, referral mechanisms and documentation for this constantly growing challenge.
The MHPSS Advisor is working under the Protection Manager. She/he is in charge of the direct implementation and supervision of the Projects of HEKS/EPER.
HEKS/EPER is looking MHPSS Advisor. Base in Kyiv with frequent visits to the south and east of Ukraine (Kharkiv, Sumy, Odesa, Mykolaiv, etc).
Roles and Responsibilities:
- Support programme development and lead on the identification and design of MHPSS initiatives or components across GBV and Protection programming at the national or sub-national level.
- Provide overall technical supervision of MHPSS programme delivery; identify core strengths and areas for improvement.
- Train, monitor, mentor, and coach GBV/MHPSS program staff and Implementing Partner staff through regular trainings, on-site observation, technical consultations, technical supervision, and evaluations.
- Lead on the development or contextualization of MHPSS training modules, implementation tools, and technical resources, informed by evidence and aligned with regional and global guidance.
- Develop and conduct MHPSS needs assessments and evaluations on a regular basis to ensure the identification of needs of most vulnerable communities and the provision of appropriate services relevant to their need.
- Document lessons learned, best practices, and case studies to shape in-country strategies and program approaches, and contribute to broader sector learning.
- Act as a focal point for Ukraine on MHPSS-related activities and represent HEKS/EPER in relevant groups and fora, including relevant clusters and donor meetings as required.
- Provide technical supervision and debriefing support to frontline MHPSS providers to prevent burnout and secondary trauma.
- Establish quality assurance mechanisms for MHPSS interventions, ensuring alignment with IASC and WHO guidelines.
- Provide technical input on MHPSS components of project proposals, ensuring alignment with global standards.
- Produce monthly/quality reports on the MHPSS situation in areas of intervention, including analysis of main challenges and recommendations.
- Conduct regular monitoring field visits to HEKS-EPER’s offices and partners' areas of implementation (Odesa, Mykolaiv, Kharkiv, Sumy, and others as needed).
- Undertake other tasks as requested by the Protection Manager.
Role Competencies:
Professional Competencies:
- Advanced degree in Clinical Psychology, Social Work, Mental Health, or related field.
- Minimum 5 years of experience in MHPSS programming, preferably in GBV or humanitarian settings.
- Demonstrated expertise in trauma-informed care and structured psychosocial interventions.
- Experience in training and capacity building of frontline workers.
- Proficiency in both English and Ukrainian is required
- In-depth knowledge of Mental Health and Psychosocial Support (MHPSS) principles, frameworks, and best practices, including alignment with IASC Guidelines and WHO recommendations
- Strong technical expertise in integrating MHPSS components into Protection and GBV programming, ensuring a holistic approach to service delivery.
Behavioural Competencies:
- Strong leadership and interpersonal skills, with the ability to mentor, coach, and build the capacity of team members and partners.
- Excellent communication and advocacy skills, with the ability to represent the organization effectively in relevant clusters, working groups, and donor meetings.
