Polish Humanitarian Action (PAH) is currently looking for  Country HR Manager.

Primary Purpose of the role:

Overall responsibility for overseeing all HR and administrative functions, ensuring strategic alignment with organizational goals, labour laws, and HR best practices. This role involves overseeing HR processes, personnel administration, compliance, employee engagement, and office administration. The Country HR Manager leads the HR team, providing guidance to officers, coordinators, and assistants, and ensuring efficient delivery across HR and administrative functions.

About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene (WaSH), Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH aids Ukrainians through various humanitarian response mechanisms including, Protection, Shelter, WaSH, and Livelihoods. PAH Ukraine is currently expanding humanitarian response programming to include both early recovery and development-oriented interventions that provide sustainable livelihoods opportunities for the affected population.

Key Responsibilities:

  1. HR Operations 
  • Oversee all HR processes, ensure their effective implementation and compliance with labor laws, HR policies, and organizational procedures. 
  • Oversee proper HR/Admin document storing and archiving and ensure their compliance with labor law, internal procedures and audit requirements. 

2. Office Management

  • Oversee office administration.
  • Ensure office functionality, appearance, and proper working conditions. 
  • Manage rental agreements, office supplies, and service contracts. 
  • Supervise administrative support staff and ensure operational efficiency. 

3. Employee Relations & Organizational Culture

  • Develop and implement employee engagement initiatives. 
  • Foster a positive work environment through diversity, inclusion, and well-being programs. 
  • Address employee concerns and provide conflict resolution support. 

4. Training & Development

  • Organize team-building activities and staff  
  • Develop talent management and staff development strategies to attract and retain top talent. 
  • Supervise workforce planning and career development initiatives. 

5. Policy Development & Implementation

  • Develop, review, and implement HR policies and procedures. 
  • Provide guidance on employee relations and disciplinary matters. 
  • Ensure transparency and fairness in policy application across the organization. 

6. Strategic HR Leadership

  • Develop and implement HR strategies aligned with organizational goals. 
  • Provide leadership and oversight to the HR/Admin team. 
  • Ensure continuous improvement of HR processes and procedures. 
  • Act as a strategic partner to senior management on HR-related matters. 
  • Provide reports and insights to senior management.

Skills and Qualifications

  • Education: Bachelor's or Master’s degree in Human Resources Management, Business Administration, Organizational Psychology, or a related field.
  • Experience: minimum 4 years in similar position, preferably within the humanitarian, non-profit, or international development sectors.
  • In-depth knowledge of Ukrainian labor law, employment and tax regulations, and HR best practices.
  • Proven experience in developing, implementing, and monitoring HR policies.
  • Languages: Full professional proficiency in English and Ukrainian languages.

  • Strong team management capabilities.
  • Excellent communication, negotiation, and conflict resolution skills.
  • Ability to build relationships and collaborate with internal and external stakeholders at all levels.
  • High emotional intelligence and cultural sensitivity in diverse work environments.
  • Strong diplomatic skills, capable of handling sensitive HR issues with professionalism and discretion.
