Accountant and procurement officer – CF Pobic Ukraine/AICS funded project   

Duty station: in Kiev with some visits to Kharkiv

With Description: Account and Procurement Officer 

General context of the project 

The new WASH project has been started in December 2025. The Accountant and Procurement Officer will be responsible for managing the overall administrative, financial, and procurement components of the WASH project in Ukraine, implemented both directly and through a partnership with national and international partners. 

The role ensures sound financial practices, donor compliance, cost-effective procurement, and timely reporting on the overall implementation. The selected candidate will work closely with the project team/partner, local suppliers, headquarters finance team, and donors to ensure transparency, accountability, and efficient resource management. 

Main Responsibilities:

Financial Management:

• Maintain accurate and up-to-date accounting records for the project in accordance with the organization’s financial procedures and donor (AICS)  requirements. 

• Prepare monthly financial reports, including budget vs. actual analysis. 

• Process payments, manage petty cash, and reconcile bank statements. 

• Ensure compliance with national tax regulations and organizational policies. 

• Monitor project expenditures (including partner) and assist in forecasting financial needs. 

• Support internal and external audits. 

Procurement and Logistics:

• Support and facilitate the preparation of all required steps to set up the new office in Kyiv, which includes liaison with all related authorities.  

• Translation support when requested by PM or other international Pobic managers during field visit. 

• Develop and implement procurement plans in coordination with the Project Manager. 

• Ensure all procurement (including partner) is conducted in accordance with internal policies and donor regulations. 

• Launch tenders, collect quotations, and evaluate supplier bids transparently and fairly. 

• Prepare and maintain procurement documentation (purchase requests, orders, contracts, delivery notes, etc.). 

• Track deliveries, manage inventory, and ensure proper documentation of goods/services received. 

• Maintain vendor databases and assess supplier performance. 

Reporting and Compliance:

• Ensure timely submission of financial and procurement reports to headquarters and donors. 

• Assist in drafting donor financial reports in coordination with the project and finance teams. 

• Ensure complete and accurate archiving of financial and procurement records (physical and digital). 

• Support risk assessments and propose mitigation measures for financial and procurement activities. 

Candidate Profile Essential Requirements 

• University degree in Accounting, Finance, Business Administration, or a related field. 

• Minimum 3 years of experience in accounting and/or procurement roles, preferably within a non-profit or humanitarian context. 

• Strong knowledge of financial procedures, admin, budgeting, and procurement best practices. 

• Familiarity with major donors’ financial and procurement regulations AICS, EU, ECHO etc. 

• Excellent computer skills, especially Excel and accounting software. 

• Fluent in Ukrainian and English (spoken and written • Knowledge of Italian represents an important added value. 

Desirable Skills 

• Previous Experience in WASH or humanitarian projects. 

• Knowledge of local Ukrainian procurement laws and supplier market. 

• Strong organizational and problem-solving skills. 

• High ethical standards and commitment to transparency and accountability. 

• Initial Flexibility in working hours due to the set-up of a new office
