AAR Japan is a non-profit organization headquartered in Tokyo, dedicated to humanitarian aid and community development across 16 countries since 1979. In Ukraine, AAR Japan has been supporting conflict-affected populations since March 2022, providing food, hygiene items, sleeping materials, heating firewood, and social welfare services. Through a partnership with local organizations, we have implemented cash assistance programs for internally displaced persons (IDPs) and vulnerable groups in Mykolaiv and Kherson oblasts, prioritizing persons with disabilities, the chronically ill, and the elderly.
Building on these efforts, in 2025, AAR Japan will support public medical institutions in Mykolaiv to improve rehabilitation services for persons with disabilities, including landmine and explosive ordnance (EO) victims. Additionally, we will establish a community center to provide psychosocial support and trauma care in partnership with local organization, ensuring continued assistance for those most in need.
AAR Japan is looking for a Project Officer who will work with local partners and in AAR Japan field staffs under supervision of program coordinator.
Job Description:
Overall, the Project Officer will assist the program coordinator for ensuring program quality and accountability through providing input and review of information relating to on-going projects. The jobholder will be responsible for monitoring the project in collaboration with the program team and Implementing Partner in Ukraine. He /she will oversee security clearance before field monitoring visit in Ukraine. These will be done in line with AAR Japan organizational safety and security procedures as well as the project implementation plan.
Responsibilities:
· Responsible for communication and coordination of activities with local partners, including public hospitals and other stakeholders.
· Ensure project activities alignment with the project plan and meet defined criteria,
· Support project coordinator in conduct field studies to assess affected people's needs.
·Support the monitoring and evaluation of the project activities through conducting field visits, pre- and post-project activities monitoring exercises among others,
· Develop security plans before field visits inside Ukraine, including security clearance.
· Support the preparation of program performance monthly reports.
· Adhere to and promote the standards outlined in the PSEA policy, Code of Conduct, and to be committed to providing a safe working environment.
· Any other duties as assigned by the employer.
Required Qualifications/Experience/Skills:
· Education: Equivalent to a college degree or higher in relevant studies
· At least 2 years’ experience in a related role in a humanitarian context.
· Knowledge and understanding of project implementation, monitoring, and evaluation.
· Sound knowledge of MS Office packages other relevant software
· Fluency in both oral and written English and Ukrainian.
OTHER CONDITIONS:
Work location: Mykolaiv.
Condition: Salary and other conditions will be in accordance with AAR Japan’s Terms of Employment for National staff.
