1. Background

As part of efforts to enhance inclusive and dignified living conditions for internally displaced persons (IDPs) with mobility limitations, disabilities, and chronic illnesses, this project supports the upgrade and expansion of reception capacities in existing collective sites and selected social-care facilities in Lvivska and Rivnenska oblasts.

The intervention aligns with Strategic Objective 2 of the Ukraine Humanitarian Needs and Response Plan (HNRP) — enabling access to basic services for IDPs, conflict-affected persons, and returnees — and contributes to Thematic Priority 4 of the Humanitarian Coordinator: “Humanitarian contributions to the most vulnerable among the IDPs, including those in collective centers.”

The "Assistance for "Collective Centers and Essential Support Services" (ACCESS) project includes surveys, design, and rehabilitation works focusing on inclusive and accessible accommodation with protection and continuity of care for the most vulnerable groups, focusing on IDPs with low mobility.

2. Purpose of the Assignment

The Project Officer for the ACCESS project will support the Project Manager with a focus on ensuring effective delivery of essential protection services to vulnerable IDPs and in supporting the strengthening of local actors’ and authorities’ capacities in inclusive protection and care within collective centers. But also, to support in planning, design, and implementation of infrastructure rehabilitation, accessibility interventions and the delivery of essential protection services in the targeted oblasts.

This will ensure that all infrastructure activities and social services delivery adhere to national regulations, accessibility standards (including universal design), safety codes, and humanitarian principles.

3. Key ResponsibilitiesA. Support to Project Management

  • Support in coordinating the implementation of protection services and social support activities in targeted facilities.

  • Contribute to the preparation of detailed activity plans and schedules for service delivery and training components.

  • Support monitoring and tracking of project indicators related to protection services and capacity-building activities.

  • Support in organizing field visits, engagement events, and coordination meetings with stakeholders.

B. Service Delivery and Oversight

  • Facilitate the provision of essential protection services — including psychosocial support, case management, and legal or medical referrals — in coordination with implementing partners and Team4UA relevant staff members.

  • Conduct regular site visits to monitor the quality and accessibility of services provided to IDPs, especially persons with disabilities and limited mobility.

  • Liaise with local authorities, site management, and social-care actors to ensure smooth delivery of services and inclusion of vulnerable groups.

C. Capacity Strengthening

  • Support in the implementation of capacity-building plans for local partners and authorities, focusing on protection standards, accessibility, and inclusive response principles.

  • Support training logistics, materials preparation, and documentation of lessons learned.

  • Track partner performance and provide routine feedback to strengthen organizational and technical capacity.

D. Coordination and Stakeholder Engagement

  • Support regular coordination with partners, local social service departments, Cluster representatives (especially CCCM, Protection, and Age and Disability Technical Working Group), and other humanitarian actors in the AoR.

  • Ensure the inclusion of disability, accessibility, and protection mainstreaming in inter-agency efforts at the local level.

  • Facilitate dialogue with the communities and foster participatory engagement in monitoring and planning.

E. Reporting and Documentation

  • Compile inputs for monthly progress reports and donor updates, focusing on protection service delivery and capacity strengthening.

  • Maintain organized records for project activities, including attendance lists, training materials, feedback forms, and monitoring checklists.

  • Support in documenting best practices, beneficiary stories, and key findings related to protection and inclusion.

4. Deliverables

  • Field visit reports with findings and recommendations on protection services.

  • Updated progress and monitoring data for services and capacity-building indicators.

  • Support in development of training reports, partner assessments, and community engagement summaries.

  • Inputs for donor and internal reporting on service provision and capacity support.

  • Documentation of lessons learned and best practices in inclusive protection programming.

5. Qualifications and Experience

Education:

  • University degree in Social Sciences, Psychology, Social Work, International Relations, or related field.

Experience:

  • Minimum 3 years of professional experience in humanitarian or development contexts, preferably in protection, social services, or community support roles.

  • Experience working with IDPs or persons with disabilities is a strong advantage.

  • Familiarity with Ukrainian social service systems or humanitarian response architecture.

Technical Skills:

  • Knowledge of humanitarian and protection principles, community-based support, and disability inclusion standards.

  • Basic experience in capacity-building or training facilitation.

  • Proficiency in MS Office, google workspace, and strong report-writing skills.

Languages:

  • Fluency in Ukrainian and working knowledge of English required.

Competencies:

  • Proactive, organized, and able to work collaboratively in field settings.
