Context
This assignment is part of a UNDP project aimed at strengthening Ukraine’s government system for crisis management and recovery. It focuses on ensuring sustainability, effectiveness, and transparency in crisis response, emergency coordination, and strategic planning.
The Ministry for Development of Communities and Territories of Ukraine (hereafter — the Ministry) has identified the need to enhance coordination between different levels of government, including local and national authorities. This coordination is essential for planning and implementing recovery measures that effectively address the crisis and support affected communities.
A key objective of this initiative is to establish a transparent and structured model of cooperation between the Ministry and international partners. To support this effort, UNDP is recruiting a Legal and strategic policy expert (Regional Development) with expertise in legal and strategic analysis in regional policy development, along with a proven track record in fostering institutional collaboration.
The Legal and strategic policy Expert will perform the following tasks:
- Analyze and improve legal and strategic documents related to state regional policy, assessing draft legal acts for compliance with higher-level legal frameworks and strategic documents
- Monitor legislative initiatives to evaluate their alignment with existing policies and their impact on regional development and contributing to the development of legal acts of strategic nature.
- Analyze regional development strategies to ensure alignment with the State Strategy for Regional Development (SSRD).
- Contribute the development of legal acts in the field of state regional policy, including legal expertise, preparation of justifications, and ensuring compliance with the Constitution of Ukraine, applicable legislation, international treaties, and strategic documents.
- Provide practical recommendations for improvement, and fostering evidence-based, transparent, and inclusive regional governance practices.
- Collaborate with different stakeholders and partners to streamline project objectives and deliverables.
- Perform other duties as assigned by the supervisor and UNDP Ukraine Leadership.
Requirements for candidates:
- At least 7 years of overall and at least 2 years of relevant; experience with UNV is an asset, as is experience working in the UN or other international development organizations;
- Other desired/mandatory required technical knowledge;
- Excellent oral and written skills; excellent drafting, formulation, and reporting skills;
- Accuracy and professionalism in document production and editing;
- Bachelor’s degree or equivalent in Business studies, management, or relevant field.
