Job purpose

The Protection, Gender, and Inclusion (PGI) portfolio at the Ukrainian Red Cross Society (URCS) aims to ensure quality assurance and alignment with the humanitarian "Do No Harm" principle. PGI addresses violence, discrimination, and exclusion at three levels: institutional, programs and operations. The PGI Officer will support the PGI Strategy of institutionalization and mainstreaming of PGI within URCS, ensuring that the minimum standards of dignity, access, participation and safety are met.

The URCS PGI Officer reports directly to Head of PGI Unit and engages and coordinates with other units in the URCS. The PGI officer will contribute to the institutionalization and integration of PGI by developing technical materials to mainstream PGI across programs. The position is located at the Kyiv Office and is responsible for contributing to the technical advancement of PGI in the URCS across programs, departments, and branches.

Job duties and responsibilities

· Act as the focal point and resource person on protection, gender and inclusion · Provide technical advice on integrating PGI into programmes, projects and humanitarian responses 

· Enhance internal awareness and capacity of URCS team in relation to protection, gender and inclusion matters 

· Contribute to the development and roll out of standard URCS training and other resources on protection, gender and inclusion 

· Design, implement and facilitate training/workshops for the QCA Focal Point Network based on existing standard trainings on protection, gender and inclusion, and those which are being developed 

· Support URCS to be active protection actors and coordination mechanisms · Oversee the collection, analysis, and utilization of sex, age, and disability disaggregated data to inform protection, gender, and inclusion (PGI) activities across all programs. 

· Collaborate with sector leads to integrate PGI-related considerations into multi-sectoral needs assessments and ensure that all programs align with the Minimum Standards for Protection, Gender, and Inclusion in Emergencies. 

· Collaborate with the QCA Focal Point Network and with other organizations to map and disseminate referral pathways at the regional levels. 

· Conduct regular monitoring of the operational context and emerging protection risks, providing timely reports to inform and adapt prevention, mitigation, and response strategies.

Position Requirements

· Education: A graduate university degree (Bachelor’s degree) in Social Sciences (i.e. Political Science, Sociology, Anthropology, Psychology or Health Education) or other relevant field such as Law, Child Protection, Gender or Women’s Studies or Social Work (preferred)

· Experience:

- 3 years of experience in a related role to any and preferably a few of the following areas of work (Protection-preventing and addressing various forms of sexual and gender-based violence including child protection, preventing sexual exploitation and abuse, Gender - promoting gender equality and women’s empowerment, Inclusion - work with older people, disability rights, other forms of social inclusion).

- Demonstrated professional experience in an organization or governmental institution within the context of humanitarian or developmental support and coordination of PGI related services and assistance

- Demonstrated experience in applying humanitarian protection, gender, accessibility standards and guidelines and in setting up and managing accountability systems, participatory planning processes

- Experience of coaching, training and developing local staff and volunteers in order to build long-term capacity and create ownership

- Required possesses a broad understanding of national and regional humanitarian issues, and international humanitarian standards for Protection, Gender, and Inclusion.

- Demonstrates ability to represent and advocate for Protection, Gender equality and inclusion with diplomatic and contextual adaptation and appropriateness to sensitive issues including for language.

Knowledge & Skills

- Good coordination skills, with the capacity to build partnerships with internal and external organisations and bring people together to collaborate on PGI approaches and activities

- Excellent interpersonal, communication and networking skills, able to build relationships with people at all levels of the organisation and across multiple countries and cultures, both in person and remotely, to build commitment and support for PGI

- Advanced analytical skills, able to capture learning and use it to make improvements in programming and operations

- Highly motivated, self-starter able to take initiative and lead a team or process

- Good knowledge of protection, gender and inclusion issues in Ukraine and of institutions, legislative frameworks and procedures in this regard, including their associated gaps, strengths and implementation impacts

- Fluent spoken and written Ukrainian and good command of English (advantage), and Russian.

Мета посади
 Напрямок Захисту, Гендерної рівності та Інклюзії (PGI) в Товаристві Червоного Хреста України (ТЧХУ) спрямований на забезпечення контролю якості та дотримання гуманітарного принципу «Не нашкодь». PGI працює на трьох рівнях: інституційному, програмному та операційному для запобігання насильству, дискримінації та виключенню.

Офіцер PGI підтримуватиме стратегію інституціоналізації та інтеграції PGI у ТЧХУ, забезпечуючи відповідність мінімальним стандартам гідності, доступу, участі та безпеки.

Офіцер PGI підпорядковується безпосередньо керівнику напряму PGI та взаємодіє з іншими підрозділами ТЧХУ. Він/вона відповідатиме за технічну підтримку та розвиток PGI у програмах, департаментах та регіональних відділеннях ТЧХУ. Робоче місце – Київ.

Основні обов’язки

• Виконувати функції контактної особи та експерта з питань захисту, гендерної рівності та інклюзії.
• Надавати технічні рекомендації щодо інтеграції PGI у програми, проєкти та гуманітарні операції.
• Посилювати внутрішню обізнаність і спроможність команди ТЧХУ щодо питань PGI.
• Сприяти розробці та впровадженню стандартних навчальних програм та інших ресурсів із PGI.
• Розробляти, впроваджувати та проводити навчальні тренінги/семінари для мережі координаторів QCA на основі наявних та нових стандартів із PGI.
• Підтримувати активну роль ТЧХУ у механізмах координації захисту.
• Контролювати збір, аналіз та використання розподілених за статтю, віком та інвалідністю даних для інформування PGI-діяльності у всіх програмах.
• Співпрацювати з керівниками секторів для інтеграції PGI у багатосекторальні оцінки потреб та забезпечення відповідності програм мінімальним стандартам PGI у надзвичайних ситуаціях.
• Працювати з мережею координаторів QCA та іншими організаціями для картування та розповсюдження реферальних шляхів на регіональному рівні.
• Регулярно відстежувати оперативний контекст та нові ризики у сфері захисту, готувати звіти для адаптації стратегій запобігання, пом’якшення та реагування.

Вимоги до кандидата

Освіта:

• Вища освіта (бакалавр або магістр) у сфері соціальних наук (політологія, соціологія, антропологія, психологія або освітня діяльність у галузі здоров’я) або в інших дотичних сферах (право, захист прав дітей, гендерні дослідження, соціальна робота).

Досвід:

• Щонайменше 3 роки досвіду роботи в одній або кількох сферах: захист (запобігання насильству, експлуатації, захист дітей), гендерна рівність, соціальна інклюзія.
• Досвід роботи в організації або державній установі в контексті гуманітарної або соціальної допомоги.
• Досвід застосування гуманітарних стандартів захисту, гендерної рівності, інклюзії та побудови систем підзвітності.
• Досвід тренінгової роботи, наставництва та розвитку персоналу й волонтерів.
• Знання національного та регіонального контексту гуманітарних викликів і міжнародних стандартів PGI.
• Досвід представлення та адвокації питань PGI у дипломатичний та культурно чутливий спосіб.

Знання та навички:

• Високі навички координації, вміння будувати партнерства з внутрішніми та зовнішніми організаціями.
• Відмінні комунікаційні навички, здатність налагоджувати співпрацю з людьми різних рівнів і культур.
• Аналітичне мислення, здатність використовувати отриманий досвід для вдосконалення програм.
• Самомотивація, ініціативність, здатність керувати командою чи процесами.
