Johanniter International Assistance is a global INGO with operations in multiple countries, and expertise in the field of medical, health, livelihoods and emergency programming. Johanniter has been active in Ukraine since Russia started the full-scale war on 24 February 2022. We have since been implementing more than ten humanitarian projects through several local partners with coordination from HQ.

Job Description

Overall job purpose

The Programme Officer will be accountable for all programme matters related to the Johanniter programs in Ukraine and Moldova. The job holder, under the direct supervision of the Senior Programme Manager, is to support, develop, implement and oversee all Johanniter programmes and support Johanniter’s partner organizations in the field.

The person reports to: Senior Programme Manager.

Key Responsibilities

Strategy and Vision

  • Actively supports the values of Johanniter and shapes work accordingly.

  • Contributes to the development and implementation of the global strategy of Johanniter International Assistance.

Leadership 

  • Actively lives the Johanniter’s leadership principles by fostering trust, embracing diversity, communicating openly, supporting wellbeing, and taking responsibility to contribute to a positive, inclusive, and adaptable work environment. This is reflected in the day-to-day activities in line with the Code of Conduct and related policies to achieve our goals.

Programme Implementation 

  • Supports the Senior Programme Manager to oversee the implementation of Johanniter project activities ensuring that activities are implemented on time, on budget and in compliance with donor regulations.

  • Ensures that partner project staff understand the donor requirements for the respective projects.

  • Works with the Senior Programme Manager to ensure projects are implemented in ways responsive to communities, in line with Johanniter’s Leadership Guiding Principles and the Johanniter International Strategy and are compliant with donor regulations.

  • Ensures that the cross cutting thematic areas of gender, inclusion are effectively streamlined in project implementation.

  • Works with the Senior Programme Manager in identifying potential funding opportunities and actively participates in the proposal writing process when the need arises.

  • Supports the Senior Programme Manager in reviewing partner narrative and financial reports and data analysis.

Learning, Evaluation, Accountability, Documentation and Monitoring 

  • Monitors overall project implementation by Johanniter’s partners and provides feedback to the project staff.

  • Together with the PMEAL Officer and partner staff, supports in conducting assessments including needs assessments, baselines and evaluations et cetera.

  • Contributes to proposal development and programme design, theory of change development and logframe design.

  • Conducts regular project monitoring at the project locations.

  • Supports the PMEAL officer and partners staff to compile periodic reports with relevant indicator data per grant, showing targets versus actuals and action plans and shares with the project’s teams/managers.

  • Contributes to organizational learning documentation and dissemination of key findings stemming from monitoring, assessment, and other analyses of project learning activities.

Coordination and Representation 

  • Represents Johanniter in relevant meetings (i.e. co-design workshops, project inception and closing meetings, quarterly feedback and review meetings, project implementation meetings, partner reflection meetings et cetera).

  • Facilitates and participates in information sharing among Johanniter staff and partners.

  • Responsible for taking relevant meeting minutes by and with JIA staff, partners and donor and share/file them accordingly.

  • Represents Johanniter at the coordination level in forums and networks and ensures the existence of Memoranda of Understanding with relevant stakeholders.

  • Take an active part in global workgroups and CoP meetings.

Partnership Support and Management

  • Co-facilitates partner mapping, selection and vetting processes to identify new partners.

  • Together with the Senior Programme Manager, facilitates and coordinates timely, coordinated and coherent partnership management processes.

  • Contributes to partner's project capacity review processes, including contributing to and facilitating the collaborative risk analysis and management.

  • Co-leads partnership project opening, review, monitoring and closing meetings and ensures partner participation in all project cycle meetings

  • Co-leads timely and effective partner program, finance, and compliance. review and reflection (monitoring), and work with the Senior Programme Manager to address any project performance issues.

  • Co-leads the review of the performance of the Johanniter partner organisation (on the basis of partner feedback), and of the partnership, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the project cycle to facilitate timely action by Johanniter to address any areas of non-performance as they arise.

  • Works collaboratively with partners and Johanniter to facilitate systematic and timely partner feedback to Johanniter’s management, improve partnership relationship, including the documentation of, and response to partner feedback and constructively resolves any issues that may arise.

  • Maintains complete and organized partnership files for each partner.

  • Facilitates the collaborative development and delivery of the partner project support plan, ensuring that it appropriately addresses issues identified in the due diligence process, and coordinate with relevant departments for the timely, quality implementation of the plan

  • Ensures Johanniter understands partner capacity strengthening priorities and identifies opportunities and plans for Johanniter to support partner capacity strengthening efforts.

  • Ensures the implementation of partner strengthening and monitoring plans by all relevant departments (logistics, programmes finance, monitoring and evaluation) so that partners build effective internal systems.

Communication

  • Assists the country office team in translating guidelines and templates

  • Manages and streamlines communication requests at the country office level, ensuring efficient information flow and coordination. 

  • Serve as the primary focal point for communication between the country office and headquarters.

  • Ensures collection and filing of success stories, case studies, pictures, et cetera.

Person Specification

Profession/Qualification 

  • Relevant qualification in Public Health, Nutrition, Agriculture or other relevant qualification(s) from an accredited academic institution 

Experience

  • At least 2 years of relevant work experience in humanitarian assistance or development organizations 

  • Extensive practical experience in working with partner organizations

  • Experience in health and nutrition, WASH, food security and livelihood and/or emergency response programming

  • Demonstrated experience and skills in project management cycle

  • Knowledge of national and international guidelines including SPHERE and CHS is an advantage 

  • Strong writing skills in English and Ukrainian 

Skills 

  • Excellent communication skills with fluency in English and Ukrainina is a must 

  • Computer skills

  • Strong interpersonal skills required, with the ability to collaborate with others 

  • Willingness to travel and work in remote, rural locations with up to 50% of the time in field sites 

  • Self-driven, culturallly aware and able to work in harsh environments 

  • Ability to meet deadlines/perform duties on time

  • Highly organized 

  • Attention to detail

Availability 

Incorporation date: ASAP.

9 months renewable.
