Job Title: Health Specialist 

Duty Station: Kharkiv/remote

Expected starting date: as soon as possible 

Expected end date: 30 April 2025

Reporting Line: Programme Coordinator 

 

CESVI 

CESVI is an international NGO, with headquarters in Italy, operating in Ukraine since 2022. 

Since 2024 CESVI is operative in Eastern Ukraine, in particular in the Oblast of Kharkiv and Donetsk. 

The Health Specialist will be based in Kharkiv or in remote, with frequent missions in CESVI main office in Kyiv and areas of interventions. 

Scope of the Position:  

The Health Specialist will support CESVI in strengthening health programs in Ukraine, ensuring that health activities are evidence-based and adhere to technical standards for the sector.

The Health Specialist will support technical programs from assessment and conception through close-out and evaluation. The position is expected to provide technical assistance to CESVI Ukraine and its health sector partners. 

This position is open to Ukrainian nationals only.

Objectives

  • Evaluation of Health Facility Support: 

Conduct an assessment, monitoring and evaluation of CESVI support in health sector in Donetsk and Kharkiv Oblast, ensuring alignment with health needs, proper utilization, and logistical efficiency and provide lessons learned and input for future interventions.

Conduct an assessment and evaluation of health needs in other identified area.

  • Technical Support to Partners: 

Provide ongoing technical support and guidance to CESVI’s local partners (including mobile units and stabilization points), ensuring that health interventions are high quality, contextually relevant, and well-coordinated. 

Training to staff if it is required.

  •  Strengthen presence of CESVI the Health Sector: 

Participation to the health cluster and sub cluster.

 Contribute through need assessment and elaboration of new project to strategic planning for health sector and the development of future health interventions by CESVI Ukraine, ensuring that future activities are responsive to both current and emerging health needs in the region.


Contractor’s Duties 

  • Preliminary Analysis of Activities Implemented by CESVI and Local Partners in Health:

Conduct an assessment, monitoring and evaluation of CESVI support in target area Collect and analyze data related to the medical supplies distributed and health services delivered by CESVI and its partners, ensuring the effectiveness, relevance, and efficiency of interventions. 

Prepare and present a comprehensive final report on findings, which will include an analysis of successes, challenges, and lessons learned. 

Assist the Programme Coordinator in preparing reports for donor updates and post-distribution monitoring (PDM) activities.

  • Planning and Capacity Building: 

Develop a capacity-building plan focused on enhancing the health programming knowledge and skills of CESVI’s staff and local partner organizations. 

  • Redefinition of Strategy and Proposal Support: 

Conduct an assessment, monitoring and evaluation of CESVI actual intervention.

 Assist in the preparation of new project proposals in the health sector, realizing need assessment and analysis as input for new project proposal and ensuring that technical inputs are aligned with CESVI’s organizational goals and donor requirements. 

Provide expert guidance on health program design, with a focus on identifying gaps in health services and developing interventions that are appropriate for the Ukrainian context. 

Participate in an active way to the cluster or sub cluster.

Deliverables: 

  • Monitoring and Evaluation Report: A comprehensive report evaluating all medical supplies and activities undertaken by CESVI and its local partners, including recommendations and lessons learned for improving efficiency and effectiveness in future interventions. 
  • Capacity Building Guidance Document: A well-structured training and technical guidance document for CESVI’s staff and local partner staff to strengthen their capacity in health program implementation. This document will outline key skills and knowledge areas that need to be addressed. 
  • Strengthen CESVI presence through participation of cluster and elaboration of project proposal: Realize need assessment and provide a report. Draft health strategy to be implemented by CESVI, considering the complementarity of the interventions. Detailed technical inputs and support the design and definition of new project proposal in health sector that addresses identified needs and gaps, including practical guidelines for effective program design and implementation aligned with donor requirements.

Qualifications: 

  • Master’s Degree or equivalent in Medicine, Public Health, or relevant discipline. 

  • 3+ years of experience in implementing health programs, including the humanitarian response. 

  • Minimum 2-4 years’ work experience in their field at the coordinator level; 

Skills and Competences: 

  • Flexible, focused, and reliable in an environment of changing demands. 

  • Excellent report writing skills 

  • Fluent in Ukrainian and Excellent in English. 

  • Highly developed management and leadership skills. 

  • Excellent communication and presentation skills. 

  • Has a good knowledge of the context in the region.
