CONTEXT
Medecins du Monde’s international network, which was already working in Ukraine, has mobilized significant resources to meet the needs of affected populations since the start of the war.
Medecins du Monde France reopened its base in Ukraine in 2022 and provided comprehensive primary healthcare (PHC) including Sexual and Reproductive Health and Gender Based Violence (SRH-GBV) and mental health and psychosocial support (MHPSS) services in areas along the frontline, a strip of land that separates conflict-affected people residing in areas under Ukrainian government control and areas under temporary military control of Russian Federation.
MdM-France remains strongly committed to supporting the coordination of the health cluster by leveraging its expertise in Primary Healthcare, Sexual and Reproductive Health, and Mental Health and Psychosocial Support (MHPSS) as part of a comprehensive health approach. Our contributions focus on advocating for the needs of the most vulnerable populations in Southern Ukraine, identifying gaps in service delivery, and proposing practical solutions in collaboration with national actors, such local NGOs, health staff, and the Ministry of Health. We also aim to facilitate the coordination of various local and international health actors in the region and share innovative approaches, such as our telemedicine experience with a local implementing partner and harm reduction initiatives to improve access to quality healthcare, especially in isolated and hard-to-reach areas.
This position will be based in Mykolaiv, with travel to Kherson and Odesa as necessary.
MAIN TASKS:
Partnership officer is responsible for development policies and systems that are supportive of the Partnership Strategy and monitor partners compliance with reporting requirements. In the event of non compliance with operational requirements, timely informs her/his line manager.
Develops a standard framework of roles and responsibilities among various departments and between area offices for partnership communication and engagement.
Coordinates the reinforcement of partners’ proficiency in project cycle management, MEAL and other related topics to enable qualitative implementation of the activities

ROLES:
Duties and Responsibilities
Establish and maintain a partnership database that maps out partner capacity, influence, and strategic alignment.
Identify and explore new partnerships opportunities.
Ensure partners’ involvement in strategic planning and proposal development.
Undertake the initial risk and capacity assessment of the partners.
Ensure that the sub-grant agreements, MoUs, policies and procedures are signed, archived and complied with by the partner organizations.
Provide support to the partner organization in the project cycle management of the Fund funded program, including ensuring work plans, phased budgets, procurement plans and benchmarks are in place for each project and assist partner teams to put these in place.
Organize opening meetings with the support of the Grant Officer with partners when new grants are awarded, involving representatives from all departments
Organize partner review meetings on a monthly basis with representation from partner and relevant Fund staff to discuss progress, roles, responsibilities, expectations, communication between the organizations, any conflict of policies, any areas of concern and future planning.
The list of tasks is not intended to be exhaustive and other tasks may be requested by the line supervisor. In addition, a certain degree of flexibility and adaptability is expected from the collaborator according to the potential evolution of the mission's constraints.
CONDITIONS OF THE JOB:
Position based in Mykolaiv, with visits on the field (Odesa, Mykolaiv and Kherson, cities and regions)
SKILLS REQUIRED:
Training & Experience
Work experience: 1-year relevant professional experience is compulsory. 6 months experience in a similar position in NGOs.

Contract Type: Fixed term contract with possibility of extension based on performances and funds availability
