Background

Ukraine is advancing the implementation of the Youth Guarantee (YG) — a key European initiative ensuring that every young person under 30 receives a good-quality offer of employment, continued education, apprenticeship, or traineeship within four months of becoming unemployed or leaving formal education.

In July 2024, the Government of Ukraine established the Inter-Agency Working Group (IAWG), co-led by the Ministry of Youth and Sports and the Ministry of Economy, Environment and Agriculture, to coordinate YG preparation and roll-out. The IAWG involves a broad coalition of ministries, social partners, youth organizations, and international partners including the EU Delegation, Enabel, UNICEF, ILO, ETF, Helvetas, and others.

Position Overview

We are seeking an Education & Training Support Specialist to support the operationalization and consolidation of Ukraine’s Youth Guarantee.

The officer will provide technical assistance in education and training, ensuring that skills development and vocational education initiatives are evidence-based, aligned with labour-market needs, and support inclusive opportunities for young NEETs and vulnerable groups. This position combines policy advisory, technical support, and coordination functions.

Key Responsibilities

Education & Training Support

• Collect, analyze, and interpret education and training data to support evidence-based policy formulation and adjustment within youth employment or education reform contexts.
• Contribute to the development or implementation of national or regional action plans related to the Youth Guarantee or similar initiatives.
• Support vocational education and training (VET) reform, curriculum development, and work-based learning pathways aligned with regional labour-market needs.
• Design and develop training materials, methodological tools, and guidance for educators and career guidance practitioners.
• Ensure services are inclusive, accessible, and adapted to regional socio-economic contexts.

Coordination & Institutional Strengthening

• Facilitate collaboration between government institutions, social partners, and development partners on education and training initiatives.
• Support capacity building of relevant institutions, in coordination with EU and ETF standards.
• Assist in embedding Youth Guarantee measures into national employment and education frameworks.

Project Management & Monitoring

• Contribute to the design of monitoring tools and indicators for Youth Guarantee implementation.
• Translate raw data collected by YGCT and partners into actionable insights for decision-making.
• Execute occasional youth employment tasks delegated by key ministry stakeholders.

Profile and Qualifications

Education:

• Master’s degree in Education, Economics, International Relations, or related fields.

Experience:

• Minimum 5 years of relevant experience in national or international projects.
• Proven expertise in skills development, career guidance, employment promotion, or active labour-market policies.
• Experience in curriculum development, VET reform, or youth-to-work transition programs.
• Demonstrated experience in project and team coordination.
• Familiarity with EU/ETF coordination mechanisms, youth employment policies, and education-to-labour-market best practices.

Skills and Competencies:

• Strong analytical, organizational, and communication skills.
• Experience in designing training materials, methodological tools, or guidance for practitioners.
• Ability to work across institutions and with international partners.
• Proficiency in Ukrainian and English (spoken and written).
