Logistics and Procurement Officer

About Stichting Vluchteling

Stichting Vluchteling (SV), the Netherlands Refugee Foundation, is a Dutch humanitarian organization supporting refugees and internally displaced people worldwide. SV provides emergency assistance in sectors including food, non-food items, shelter, health, and protection. SV mainly works through partnerships with local and international organizations to design and implement humanitarian programmes.

Context

Since the large-scale Russian invasion of Ukraine in February 2022, SV has been supporting Ukrainian and international partners delivering humanitarian assistance to affected populations. Current activities include support to medical supply programmes, non-communicable diseases and mental health services, as well as projects providing food, non-food items, and shelter.

To strengthen coordination and operational effectiveness, SV has established a small operational office in Odesa.

Role Purpose

The Logistics and Procurement Officer is responsible for supporting the logistics and supply chain operations of SV in Ukraine. The role ensures efficient procurement processes, proper management of assets and equipment, and logistical support to SV programmes and partners.

The position reports to the SV Representative in Odesa and works in coordination with relevant technical advisors.

Key Responsibilities

Logistics

· Ensure the proper logistical set-up and functioning of the SV office, including workspace, internet connectivity, utilities, and backup electricity systems.

· Organize staff travel arrangements including vehicle rentals, public transport, and accommodation when required.

· Manage relationships with vehicle rental providers, including maintenance checks, fuel management, and vehicle logbooks.

· Maintain and manage inventories of SV assets and equipment, including communication devices, PPE, routers, batteries, and first aid kits.

· Conduct regular inventory checks and ensure appropriate storage and maintenance of equipment.

· Ensure office and guesthouse safety equipment (fire extinguishers, first aid kits, etc.) are available and functional.

· Participate in logistics-related coordination meetings and relevant humanitarian clusters when required.

Procurement and Supply Chain

· Manage procurement activities in line with SV policies and procedures, with the support of the supervisor and advisors.

· Prepare and process purchase requests, requests for quotations (RFQs), tenders, and related documentation.

· Conduct supplier quotation comparisons and support procurement review and approval processes.

· Maintain procurement documentation, supplier databases, and inventory tracking systems.

· Ensure cost-effective procurement and value for money.

· Coordinate with programme teams and suppliers to ensure the timely delivery of goods and services.

Operational Support

· Provide logistical support for field visits and programme activities.

· Support SV partners on logistics matters when required.

· Identify operational gaps and suggest improvements to strengthen logistics systems and procedures.

· Provide logistical briefings to newly arrived staff when necessary.

Coordination and Communication

· Maintain effective communication with SV staff, partners, and suppliers regarding logistics and procurement matters.

· Support coordination with partners and stakeholders to facilitate smooth implementation of SV-supported activities.

· Provide logistical support and briefings to visiting SV staff and missions.

Profile and Requirements

· Education in logistics, supply chain management, administration, or another relevant field.

· Minimum 5 years of relevant professional experience, preferably in humanitarian or international organizations.

· Good understanding of Ukrainian administrative procedures and customs requirements at national and local levels.

· Proven ability to build relationships with local authorities, communities, and stakeholders.

· Strong organizational, communication, and coordination skills.

· Good computer literacy (Microsoft Office 365 and other standard tools).

· Proactive, solution-oriented, and able to work independently.

· Strong team player with the ability to work in a multicultural environment.

· Good command of Ukrainian and English.

· Willingness to travel to operational areas when required.

· Valid driving license.
