The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, EpiC the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.
FHI 360 is seeking qualified candidates for a Manager for Monitoring, Evaluation, and Learning (MEL). This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required.
Job Summary:
The EpiC Ukraine M&E Manager will support the MEL Technical Advisor in the implementation of monitoring and evaluation activities within the targeted regions for the EpiC Ukraine project. S/he will work with EpiC project staff, local partners, and the Ukraine Ministry to ensure that M&E activities are appropriate and meet DOS EpiC requirements. S/he will support performance reporting across the country, which may include working with program sub-partners and key stakeholders to monitor, document
Accountabilities:
- Support the MEL Technical Advisor in the design and implementation of M&E systems and tools for the project.
- Synthesize reports, analyze data and develop or adapt M&E tools.
- Work with local partners, stakeholders, and Ukrainian government counterparts to provide support and guidance on project M&E activities, ensuring alignment with Department of State and Ukrainian government reporting requirements.
- Support the development of tools for the design and implementation of SI systems for GHS activities in Ukraine, including tracking of EpiC technical assistance activities through its focus areas - IPC, AMR, HEM, and animal health - at multiple levels and across health and non-health sectors.
- Ensure the correct implementation and use of M&E tools, and adherence to complete, correct and timely reporting.
- Conduct routine monitoring visits to project sites, conduct data quality assessments (DQAs as applicable) using official tools, and assist in the preparation of quarterly reports.
- Document lessons learned and best practices in M&E.
- Remain informed of current issues regarding M&E of programs in the GHS field by review of current literature and Ukrainian protocols, guidelines and standards.
- Support efforts to ensure project data are effectively displayed in dashboards using appropriate graphics and geo-spatial tools

Education Qualification & Experience
- Master’s degree in public health or social sciences or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
- Minimum of 6 years of experience in working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs funded by the US Government.
- Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports; experience in Tableau or Power BI preferred.
- Previous experience working with USG supported programs and experience working in an international NGO/PVO environment desirable.
- Knowledge of health and development programs in Ukraine including familiarity with the national health information management system (HMIS) and national protocols, guidelines and standards related to Global Health Security
- Excellent report writing, analytical and communication skills, including oral presentation skills.
- Demonstrated ability to portray data sets in easy-to-understand formats including visualizations.
- Ability to meet deadlines with strong attention to consistency, detail, and quality.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Ukraine.
- Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, Power BI and well-developed computer skills.
- Ability to travel within country or region and internationally if needed.
- Professional proficiency in written and spoken English and fluency in Ukrainian
