Peace Winds, an international NGO founded in Japan in 1996, has been providing humanitarian aid and sustainable development solutions in 39 countries. Since March 2022, Peace Winds has been assisting communities in Ukraine affected by Russia's invasion, offering support such as medical aid, mental health services, legal assistance, cash assistance, infrastructure rehabilitation, and more.

Job description:
We are looking for an experienced field officer to support the Project officer for managing and monitoring the activities of provision for Psychological / Social / Legal support to the people in Zviahel city, Zhytomyr oblast as part of a new project funded by the Ministry of Foreign Affairs of Japan (MoFA Project). This MoFA project will last for 1 year from 1 March 2025.

Main responsibilities:

• Assists and supports Project Officer in her interaction with local implementing partners to ensure timeliness of project implementation and contents of project reporting
  
• In consultation with Administration Officer and supervision of Project Officer, make pertinent administrative and logistical arrangements for the prompt and effective realization of project activities
  
• Support the Program Coordinator and Project Officer in monitoring and evaluating MoFA project. 

Tasks may include but not limited to:
- Monitor project activities and interview project stakeholders at the site, if the situation allows. If the situation did not allow, remotely conduct monitoring activities and interviews;
- Collecting, recording and summarizing the required data for the quality implementation and assessment of the project;
- Submitting monitoring reports per the monitoring occasion and a final comprehensive monitoring and evaluation report for each project with photos and/or videos taken in the field; and
- Report any concern and issue to the supervisors, immediately after its detection.

• Perform other duties as instructed by the Project Officer or Program Coordinator
  
• Assume responsibility for administrative matters of a more general nature, such as registry and maintenance of project files and records
  
  

Required qualifications:

• At least Bachelor’s degree or equivalent (desirably in social science, management, business, public administration, or related fields);
  
• At least 1 years of experience in field officer or relevant position in humanitarian or development field or commercial industries
• Demonstrated ability to carry out work independently with attention to details
  
• Professionally proficient in spoken and written English and Ukrainian
  
• Ability to work in a team
  
• Demonstrated competence in multi-tasking, working in a fast-paced environment

Preferred (but not required):

• Working knowledge and understanding of Humanitarian Principles and Humanitarian Standards 
• Previous experience in humanitarian assistance or related work for a donor organization, or INGO is a very strong advantage.
  
  

Working conditions:
• Type of Contract: Service Contract  
• Project duration: till the end of February 2026, immediately start 
• Salary: 1,300 USD – 1,450 USD, based on the results of the interview and work experience
