Consultancy - Sexual & Reproductive Health and Rights (SRHR) 

Technical Support Terms: Up to 20 hours (3 days) per week over 6-8months

Service Summary: The Sexual and Reproductive Health & Rights (SRHR) Consultant provides technical oversight of the Health and SRHR programming for CARE Ukraine. The SRHR Advisor supports Program Department to ensure technical oversight of health services and activities, partnerships, capacity building, supervision of technical staff, proposal development, internal and external representation, coordination, and reporting.

Key deliverables:

• Develop and deliver trainings and provide on-the-job mentoring through dedicated focal points to health providers (including at health facilities, and resident OBGYNS and family doctors) to ensure they can fulfil the MISP for SRH.

 This should include the following topics (to be agreed based on partner capacity):

1. Reproductive Health in Emergencies

2. Family Planning

3. Sexual and Gender-Based Violence (SGBV) Response: including clinical management of Rape

4. Obstetric Care in Emergencies

5. Postpartum and Newborn Care

6. Infection Prevention and Control (IPC)

7. Antenatal Care

8. Training on Community Engagement and Health Education

• Training packages, including handouts and resources should be adapted to partner needs in line with sector guidelines and best practice standards and shared with CARE for prior approval.

• Provide technical support to partners on procurement of essential commodities and supplies to health facilities, including review of BoQs. This may also include training on stock management for medical commodities (i.e. SRH Kits).

• Provide technical advice on Cash & Voucher Assistance for SRH implementation following CARE’s SOP.

• Conduct assessment of partner capacity, including adaptation of assessment tools and identifying strengths and gaps. Detailed report of assessment to be submitted to CARE.

• Lead and guide partners on site selection for SRHR programs based on assessments, humanitarian needs and gaps in the overall health response.

• Support CARE partners’ implementation plans for SRHR programs reflecting CARE and Health Cluster/SRH TWG Strategy priorities and findings and recommendations of CARE’s Rapid Gender Analysis. 

• Provide technical support to local partners to identify feasible modalities for provision of lifesaving SRH services in line with the MISP and beyond. Work closely with protection and GBV sector to implement strong integrated interventions at facility, community and referral levels.

• Collaborate with GBV Coordinator on documenting learnings between GBV and SRH programming and contribute to GBV-SRH Integration Guidance Note.

• Support partners in monitoring health and SRHR activities in accordance with Ukraine Ministry of Health and health cluster standards and ensure program quality.

• Master’s Degree in Public Health, Sexual and Reproductive Health, or Social Sciences or related field with a focus on gender and health.

• Background of Clinical degree such as (Nurse, Midwife, or Doctor) is a plus.

Requirements:

• At least 5 years of experience in managing Sexual and Reproductive Health programs with a focus on service delivery (preferably with 2 years in a conflict or humanitarian settings)

• Excellent knowledge of health and SRHR humanitarian standards including the Minimum Initial Service Packages (MISP) for SRHR in crisis settings and Sphere standards.

• Experience with Gender Based-Violence (GBV) health programming including clinical care for survivors of sexual violence and knowledge of GBV guiding principles, and experience in the application of a gender informed, survivor-centered approach, and human rights-based approach to GBV Health programming.

• Experience and knowledge of health facility assessments, SRHR service delivery and other aspects of MEAL of health programs.

• Experience as a trainer on MISP and clinical SRH provision

• Understanding and ability to assess provider competency and identify knowledge, attitudes and practice gaps to improve SRH service delivery.

• Demonstrated ability to network and liaise with UN, coordination mechanisms, government and donors.

• Excellent skills in project design and program management.

• Working competency in English.

Preferred:

• Understanding and demonstrated experience on health programming with sexual and gender minorities (LGBTIQ+) populations.

• Understanding of intersectionality and how it relates to accessing health services for marginalized populations.

• Knowledge and experience in evidence based high impact interventions, innovative service delivery models including telemedicine, community-based distribution, task shifting and mobile health clinics.
