Position Summary
Momentum Wheels for Humanity (MWH) is implementing the five-year Rehabilitation for Ukraine (Rehab4U) Activity. The project aims to create sustainable, quality physical rehabilitation services within the Ukrainian health and social systems across all levels of care. Objective 1 of the Activity focuses on strengthening the enabling environment for rehabilitation and assistive technology through policy development, regulatory alignment, and coordination among key stakeholders.
The Interagency Working Group Consultant will provide coordination, secretarial, and administrative support to the Interagency Working Group (IWG) on Prosthetics Reform under the Ministry of Social Policy (MoSP). This role will involve close collaboration with representatives of MoSP, other ministries, professional associations, and relevant stakeholders to ensure effective functioning of the IWG.
The Rehab4U Interagency Working Group Consultant, under the supervision of the Rehab4U Objective 1 Lead, provides essential support in implementation of the Rehab4U Activity.

Key Responsibilities:
Task 1: Secretarial and Administrative Support
1.1. Act as the official Secretary of the Interagency Working Group on Prosthetics Reform under MoSP.
1.2. Draft and circulate agendas, invitations, background materials, and briefing notes in advance of meetings.
1.3. Record, draft, and finalize meeting minutes, decisions, and action points for distribution to IWG members.
1.4. Maintain an organized filing system (electronic and paper) of IWG documentation, ensuring accessibility and audit-readiness
1.5. Prepare reports, memos, correspondence, and other official documentation as requested by MoSP and the Rehab4U Objective 1 Lead.
Task 2: Coordination with Stakeholders
2.1. Liaise with representatives of the Ministry of Social Policy, Ministry of Veterans, Ministry of Health, and other relevant government bodies.
2.2. Coordinate with IWG members, technical experts, and partners to ensure timely submission of inputs, background papers, and presentations.
2.3. Facilitate communication between MoSP and Rehab4U regarding IWG-related activities.
2.4. Support in organizing consultations with professional associations, civil society organizations, and service providers engaged in prosthetics and rehabilitation reform.
Task 3: Meeting and Event Support
3.1. Assist in the planning, preparation, and execution of IWG sessions, technical consultations, and related events.
3.2. Arrange logistics for meetings, including venue, interpretation, catering, and technical support, in coordination with Rehab4U operations staff.
3.3. Support partial in-office presence at the Ministry of Social Policy to provide day-to-day secretarial support and facilitate coordination.
3.4. Ensure all preparatory and follow-up documentation (agendas, participant lists, materials, and reports) are prepared and submitted in a timely manner.
Task 4: Documentation and Reporting
4.1. Consolidate technical inputs and prepare drafts of policy briefs, concept notes, or reports arising from IWG meetings and discussions.
4.2. Maintain updated records of IWG membership, terms of reference, and work plan.
4.3. Conduct monthly audits of files and documentation related to IWG activities.
4.4. Submit monthly progress reports (no later than the 25th of each month) to the Objective 1 Lead. Reports should summarize completed tasks, achieved results, resources used, and plans for the following month.
Minimum Requirements:
- Master’s or Bachelor’s degree in public administration, social sciences, health policy, international development, or related field.
- At least 3 years of professional experience in administration, coordination, or secretarial support, preferably in government, NGO, or international projects.
- Proficiency in Ukrainian (written and spoken) and at list intermedium in English.
- Strong organizational and administrative skills.
- Proven ability to draft minutes, reports, and official correspondence.
- Excellent interpersonal and communication skills for liaising with government and non-government stakeholders.
- Proficiency in MS Office and digital collaboration tools (e.g., Zoom, Teams).
- Ability to work partially on-site at the Ministry of Social Policy; strong attention to detail and ability to meet deadlines.
