Consultancy Description

The Senior Advisor in Integrated Rehabilitation Service Delivery will lead the strategic development and implementation of the healthcare service delivery model by integrating rehabilitation across all health system levels, as part of universal health coverage. This will also involve developing and implementing the PHC/Community-delivered rehabilitation model across target hromadas, ensuring its sustainability, inclusion, and coherence within the framework of the integrated PHC model for Ukraine. This position requires substantial experience in healthcare, service delivery, rehabilitation, and community engagement.

Detailed Responsibilities

Reporting to the DCOP and COP, the Rehab4U Senior Advisor in Integrated Rehabilitation Service Delivery will have the following responsibilities. The employee must be willing and able to work in Ukraine.

Key Responsibilities:

Provide strategic oversight into the Rehabilitation and Assistive Technologies (AT) Assessment:

  • Design of the methodology for the assessment,
  • Guide the analysis of collected data and health condition datasets acquired from the NHSU and communities, 
  • Synthesize findings and develop a final report on rehabilitation and AT needs assessments, providing actionable recommendations.

Lead the processes of co-designing and piloting the PHC/Community-delivered Rehabilitation Model:

  • Establish strategic partnerships and facilitate stakeholder engagement in the co-design process for the PHC/Community-delivered Rehabilitation Model (including the Ministry of Health, the Ministry of Social Policy, NHSU, local authorities, and healthcare providers)
  • Ensure the model is in line with the National strategies for Rehabilitation, Healthcare Strengthening and Creating a Barrier-Free Space in Ukraine.
  • Align the model with the Healthcare System Development Strategy until 2030, including a national approach to building an integrated PHC model.
  • Ensure the model addresses the local needs, focuses on key populations, and aligns with the best international practices.
  • Guide the analysis of existing training materials and contribute to the adaptation of training content for both rehabilitation specialists and non-rehabilitation professionals.
  • Lead the development of training programs for PHC professionals, focusing on basic rehabilitation principles, referral pathways, case-management, and patient-centered care models, integrating evidence-based practices.
  • Oversee the development of the grant program (scope of work, program outcomes, selection criterion, etc.) for piloting the PHC/Community-delivered rehabilitation model of care.
  • Maintain continuous communication and technical support of piloting the PHC/community-delivered rehabilitation model of care.

Other: 

  • Foster and maintain strong collaborative relationships with international, national, and regional stakeholders.
  • Establish effective partnerships with Project HOPE, NAPD, and other relevant stakeholders.
  • Support the development and dissemination of project reports, success stories, and other communication materials highlighting achievements and lessons learned. 
  • Contribute to the development and implementation of a monitoring and evaluation framework to track project progress and impact. 
  • Represent the project at relevant meetings, conferences, and workshops. 
  • Perform any other tasks as assigned.

General Requirements

  • A minimum of 10 years of experience in strategic advisory for rehabilitation, healthcare, social services, or public health.
  • Proven experience in project management, leadership, and coordination roles within complex, multi-stakeholder environments.
  • Strong understanding of the rehabilitation sector, including physical therapy, assistive technology, and healthcare workforce development.
  • Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural team.
  • Fluency in English and Ukrainian (both written and spoken) is required.
