The Recovery and Reform Support Team (RST) at the Ministry of Economy, Environment and Agriculture of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.

Main Duties / Responsibilities and Deliverables
The Project Manager, Policy Coordination Manager (IMF and key IFIs programmes) will be expected to perform the following tasks:
- Сoordinate cooperation between the Ministry and International Financial Institutions (IMF, World Bank, IFC, EBRD), ensuring policy and data consistency across departments;
- Lead and support negotiations and follow-up on major IFI-supported programmes, including IMF arrangements, World Bank and IFC programmes such as Economy of the Future, as well as cross-cutting initiatives linked to privatisation and other reform areas;
- Ensure that international commitments, programme conditionalities, and structural benchmarks are fully integrated into the Ministry’s policy planning and decision-making processes to strengthen coherence and effective implementation of reforms;
- Prepare analytical materials, briefings, negotiation inputs, and presentations for IMF, WB, IFC and EBRD missions and high-level meetings;
- Track implementation of agreed commitments, including quantitative targets, structural benchmarks, prior actions, and quasi-fiscal-risk–related reforms, and identify potential risks, gaps, and necessary corrective measures;
- Ensure horizontal alignment and complementarity between thematic policy work (labour market, PIM, financial instruments for business, privatisation, etc.), Ukraine Plan commitments and cross-cutting international programmes;
- Facilitate and coordinate the Ministry’s engagement with the Ministry of Finance, National Bank, Secretariat of the Cabinet of Ministers, and other institutions on macroeconomic, fiscal, and programme-related issues;
- Contribute to the Ministry’s budget planning and monitoring processes in areas influenced by IFI conditionalities and policy requirements;
- Maintain continuity of cooperation with the IMF, WB, IFC, EBRD and ensure structured monitoring of commitments, addressing the current institutional gap in sustained programme-level coordination within the Ministry;
- Support strategic alignment between international financial programmes, Ukraine Plan and the Ministry’s reform priorities, ensuring that external commitments consistently inform internal planning and prioritisation.
The Project Manager, Policy Coordination Manager (IMF and key IFIs programmes) will be expected to provide the following deliverables:
- Analytical briefs, presentations, and data tables for IMF, World Bank, IFC and EBRD missions, as well as for internal use by Government of Ukraine bodies.
- Regular progress reports and status updates on the implementation of IMF programme commitments and related reform measures.
- Quarterly internal RST reports summarising coordination outcomes, key challenges, risks, and recommendations.
- Periodic updates and summary reports on donor coordination and the implementation status of projects supported by the IMF, World Bank, IFC, EBRD and other IFIs as relevant
- Analytical notes and briefings on the Ministry’s budget planning, execution, and financing programmes, particularly those linked to Ukraine Plan and IFI-supported reforms.

Qualifications, skills, and experience
Qualifications and skills:
- Bachelor’s or master’s degree in Economics, Finance, International Management, International Business or related fields;
- solid understanding of macroeconomic principles, public finance, and fiscal policy;
- ability to synthesise complex economic data and policy documents into concise analytical materials;
- excellent organisational and communication skills, attention to detail and ability to manage multiple tasks under tight deadlines;
- proficiency in MS Office (Word, Excel, PowerPoint, Project);
- fluency in Ukrainian and English.
Professional experience:
- Minimum of 5 years of general professional experience in economic analysis, public policy, Government/International Financial Institutions cooperation or reform implementation.
- Experience of work with Government agencies and/or international organisations, preferably IFIs (IMF, World Bank, EBRD, etc.) will be an asset
Other skills/experience:
- Proven ability to coordinate complex inter-institutional processes and communicate effectively across stakeholders.
- Familiarity with Ukraine’s reform agenda and international financial cooperation frameworks.
