The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.
FHI 360 is seeking qualified candidates for a Technical Advisor, GHS Coordination, who will report to the GHS Technical Director, and be seconded to the Public Health Center of the Ministry of Health of Ukraine (UPHC). This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken English and fluency in Ukrainian is required.
Job Summary:
The Technical Advisor, GHS Coordination, serves as a strategic leader and liaison to advance Ukraine’s multisectoral GHS agenda. Working closely with UPHC, the Advisor facilitates cross-sectoral collaboration between government ministries, national institutions and international partners, including United Nations agencies, U.S. Government entities, the European Union, the World Bank, and other bilateral and multilateral donors, active in human and animal health sectors. A key focus of this role is to support UPHC in strengthening its institutional capacity for multisectoral and coordination and collaboration, ensuring that EpiC objectives are effectively aligned with national efforts and with broader donor priorities and plans aimed at enhancing Ukraine’s preparedness and response to epidemic-prone diseases.
Accountabilities:
- Provide strategic leadership to strengthen multisectoral coordination between the UPHC, relevant government ministries, and international partners involved in GHS activities
- Facilitate collaboration across human and animal health sectors to support integrated surveillance of epidemic-prone infectious diseases, public health preparedness and response systems aligned with national legal and regulatory frameworks, as well as international and European Union requirements.
- Serve as a liaison between UPHC and bilateral and multilateral donors to ensure alignment of technical assistance, funding priorities, and stakeholder accountability with national GHS priorities, strategies, and plans.
- Support the development and implementation of joint action plans, memoranda of understanding, and coordination frameworks that formalize interagency cooperation.
- Convene and participate in multisectoral technical working groups and stakeholder consultations to advance GHS objectives and promote cross-sectoral learning.
- Ensure timely and transparent communication between UPHC and international organizations and donors (e.g., WHO, FAO, UNICEF, CDC, DoS, EU, World Bank) on GHS-related initiatives, progress, and challenges.
- Identify opportunities to build the capacity of UPHC staff through training, simulation exercises, and after-action reviews that strengthen multisectoral readiness and interoperability.
- Monitor and document best practices, lessons learned, and success stories from multisectoral GHS initiatives to inform UPHC, EpiC project team, and donor engagement.
- Advocate for sustained political commitment and resource mobilization to support Ukraine’s GHS priorities at national and international levels.
Education Qualification & Experience
- Advanced degree (Master’s or higher) in public health, health policy, or a related field 8+ years of progressively relevant experience in global health security, public health emergency preparedness, or multisectoral coordination.
- Demonstrated experience of working with or within government agencies and institutions, particularly Ministry of Health, State Service of Ukraine on Food Safety and Consumer Protection, on multisectoral coordination and policy implementation.
- Proven ability to engage and coordinate with international donors on health security related activities.
- Strong understanding of the GHS field in general, including international frameworks and tools such as the International Health Regulations (IHR 2005), the Joint External Evaluation, and the WHO Benchmarks for IHR Capacities.
- Experience supporting the development of joint action plans, MOUs, or interagency coordination mechanisms
- Excellent facilitation and communication skills, with experience convening technical working groups, cross-sectoral platforms, or stakeholder consultations.
- Demonstrated ability to support capacity building, including simulation exercises and after-action reviews.
- Strong analytical and writing skills, including the ability to interpret epidemiological and health services data, synthesize technical content and policy recommendations, and document best practices and lessons learned.
- Previous experience working with USG or PEPFAR supported programs and experience working in an international NGO/PVO environment desirable.
- Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
- Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff.
- Ability to meet deadlines with strong attention to consistency, detail, and quality.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Ukraine.
- Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
- Ability to travel within country and internationally if needed.
- Professional proficiency in written and spoken English and fluency in Ukrainian.
