The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.  

 In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.   

FHI 360 is seeking qualified candidates for a Technical Advisor for Infection Prevention and Control who will report to the GHS Technical Director.   This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken English and fluency in Ukrainian is required. 

Job Summary: 

The EpiC Ukraine Technical Advisor for Infection Prevention and Control (IPC) will coordinate and collaborate with the EpiC Ukraine team and lead activities related to strengthening infection prevention and control systems and practices at national, subnational, health facility, and community levels to minimize transmission of high-threat pathogens within healthcare settings and the community. Strengthened IPC measures will directly support life-saving interventions, protect healthcare workers and patients, and reduce the risk of healthcare-associated infections during public health emergencies. The IPC Technical Advisor will contribute to building a more resilient health system by supporting the development and implementation of national and international IPC guidelines, strengthening workforce capacity through training and mentoring, and ensuring alignment with recommendations from Ukraine’s Joint External Evaluation (JEE) 2021 report, as well as national strategies and action plans pertaining to strengthening IPC and antimicrobial resistance (AMR) measures. 

Accountabilities: 

  • Serve as the in-country focal point for IPC-related activities under the EpiC Ukraine GHS work, providing technical support to strengthen national, subnational, and health care facility level IPC programs in alignment with recommendations of Ukraine’s JEE 2021 report, national AMR strategy and action plan, national regulations, guidelines, and standards, as well as international frameworks and guidelines.  

  • Provide expertise and mentoring to public health professionals, healthcare workers, facility managers, and local non-governmental organizations to implement evidence-based IPC measures for routine care and during outbreaks of high-consequence infectious diseases (HCIDs) or other public health emergencies. 

  • Support the review, adaptation, and implementation of national IPC guidelines, SOPs, and protocols, ensuring alignment with international national standards and responsiveness to emerging threats. 

  • Assist in the design, implementation, and monitoring of IPC data-driven quality improvement activities, including the development of IPC scorecards, supervision checklists, and other tools. 

  • Conduct rapid IPC assessments in health facilities, points of entry (POEs), and community settings to identify gaps and support implementation of corrective actions. 

  • Support the procurement planning and rational use of IPC supplies, including PPE, hand hygiene materials, and waste management systems. 

  • Facilitate and deliver training-of-trainers, refresher training, and on-site mentoring for health and support staff on IPC practices, outbreak readiness, and safe clinical practices. 

  • Contribute to national and regional efforts to develop and sustain IPC capacity, including incorporation of IPC in pre-service education and continuing professional development programs. 

  • Participate in national and subnational IPC and WASH related technical working groups, emergency coordination platforms, and outbreak response teams, representing EpiC and promoting multisectoral collaboration. 

  • Ensure integration of IPC within surveillance, diagnostics, case management, and risk communication components to enable a coordinated, life-saving outbreak response. 

  • Contribute to project reporting, learning products, and donor communications, including success stories, technical briefs, and IPC-related M&E indicators. 

  • Stay updated on the latest local and international developments and trends in IPC, WASH, AMR, and epidemiological surveillance practices, and provide strategic advice to GHS Technical Director and technical team. 

  • Oversees production of timely and accurate technical reports to FHI 360 and DOS as required. 

  • Contributes to the achievement of high-quality results in accordance with the IPC-related objectives identified in the work plan and Performance Monitoring and Evaluation Plan.  

  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives. 

 Education Qualification & Experience 

  • Master’s degree in public health or similar degree in Social Sciences, or a bachelor’s degree accompanied by equivalent professional experience in public health programming in Ukraine. A Clinician or Medical Epidemiologist with demonstrated experience in IPC preferred. 

  •  8+ years of relevant experience in designing and evaluating applicable programs/services.  

  • Experience providing technical support to health facilities  in IPC needs assessment, program development and implementation. 

  • Demonstrated ability to collaborate with national MOH personnel, academic institutions, local public health and health care authorities, NGOs, and international partners. 

  • Previous experience working with USG or PEPFAR supported programs and experience working in an international NGO/PVO environment desirable. 

  • Proven skills in mentoring, supervision, training, and the use of quality improvement approaches. 

  • Excellent report writing, analytical and communication skills, including oral presentation skills. 

  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources. 

  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USG. 

  • Ability to meet deadlines with strong attention to consistency, detail, and quality. 

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Ukraine. 

  • Demonstrated knowledge of WHO IPC core components, healthcare-associated infection (HAI) prevention, and PPE use and management. 

  • Strong experience conducting training and mentoring of healthcare workers and IPC focal points. 

  • Certification or formal training in IPC (e.g., WHO, CDC, ICAN, SHEA) preferred. 

  • Prior involvement in COVID-19, Ebola, or other outbreak-related IPC support at national or facility levels preferred. 

  • Familiarity with health system strengthening, emergency preparedness, and global health security priorities. 

  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills. 

  • Ability to travel within country or region and internationally if needed.  

  • Professional proficiency in written and spoken English and fluency in Ukrainian. 

 Typical Physical Demands

  • Typical office environment. 

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard. 

  • Ability to sit and stand for extended periods of time. 

  • Ability to lift/move up to 3 kg. 

Technology to be Used

Travel Requirements:
