The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.  

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.  

FHI 360 is seeking qualified candidates for a Technical Advisor for Health Emergency Management who will report to the GHS Technical Director. This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required. 

Job Summary: 

The Health Emergency Management Advisor serves as an advanced subject matter expert for public health emergency response. The role focuses on developing and implementing policies and procedures, coordinating with stakeholders, and ensuring high-quality delivery of emergency response activities in field settings. This individual provides technical leadership for field-level emergency preparedness and response initiatives, supervises field staff, and ensures that project activities align with work plans and best international practices. Key Ukrainian partners include Ministry of Health, Ukrainian Center of Public Health, regional centers for disease control and prevention, regional health care departments, territorial community governments, civil society organizations.   

The position is focused on providing emergency health capacity strengthening, preparedness, readiness, and response support and delivering technical and strategic guidance before and during country-led health emergency responses, as well as supporting the National Public Health Emergency Operation Center (PHEOC)in coordinating additional support across health and non-health technical unites and sectors. This position involves frequent travel to regions and requires the ability to work in challenging environments.  

Accountabilities: 

  • Guided, by epidemiological context to emergency, provide subject matter expertise on public health emergency preparedness and response in field settings. 

  • Support the PHEOC in the design, implementation, and monitoring field-level emergency preparedness and response practices, guided by the national regulations and international requirements. 

  • Support the PHEOC in coordination and maintenance of health emergency response resources, including but not limited to emergency rapid needs assessment tools, and libraries of SOPs, protocols, training curricula, AAR reports and lessons learned, and other relevant technical tools. 

  • Support the PHEOC in leading public health emergency response activities in field locations, ensuring compliance with project objectives and donor requirements. 

  • Establish and maintain relationships with local government agencies, health officials, and community leaders to ensure coordinated health emergency responses. 

  • Conduct rapid assessments and situation analyses in response to health emergencies, identifying gaps and developing actionable plans. 

  • Support PHEOC and rCDCPs in the development and implementation of field-based trainings, tabletop and simulation exercises, early – and after-action reviews to enhance the capacity of local rapid response teams and authorities in public health emergency management. 

  • Support PHEOC and rCDCPs in the development and implementation of of monitoring frameworks for field-level emergency response activities, including designing tools to improve emergency response activities. 

  • Prepare detailed reports on emergency responses, including lessons learned and recommendations for improvement. 

  • Ensure all activities adhere to quality standards and align with best practices in health emergency management. 

  • Represent the project at local and regional forums focused on health emergency preparedness and response. 

  • Participates as a member of the technical working group of national and international stakeholders involved in the coordination of health emergency management efforts to ensure complementarity of resource use.   

Education Qualification & Experience 

  • Master’s Degree in Public Health or similar degree in Social Sciences; or a Bachelor’s Degree in clinical or public health with the equivalent work experience in health emergency context in Ukraine. 

  • Certification in Emergency Management or Disaster Response is a plus. 

  • 12+ years of relevant experience in health program development and implementation At least 6 years of progressive experience in emergency health management in conflict/humanitarian settings  

  • Demonstrated experience leading emergency health responses in low-resource settings, including outbreak response and disaster recovery. 

  • Proven ability to work in partnership with government agencies and international organizations. 

  • Experience in capacity building and training of health workers in emergency management. 

  • Documented contributions to guidelines, toolkits, or publications related to emergency health responses. 

  • Good understanding of Infection Prevention and Control and WASH practices in emergency health context.  

  • Ability to analyze and interpret epidemiological data. 

  • Strong understanding of Ukraine’s public health and health care systems, government structures, and the national legal and regulatory environment it pertains to health emergency preparedness and response.  

  • Previous experience working with USG or PEPFAR supported programs and experience working in an international NGO/PVO environment desirable. 

  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources. 

  • Ability to meet deadlines with strong attention to consistency, detail, and quality. 

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Ukraine. 

  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills. 

  • Ability and willingness to travel frequently to remote and challenging environments, often on short notice. 

  • Professional proficiency in written and spoken English and fluency in Ukrainian. 

Typical Physical Demands

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard. 

  • Ability to sit and stand for extended periods of time. 

  • Ability to lift/move up to 5 lbs. 

Technology to be Used

Travel Requirements: 

  • 25% - 50%
