 Локація: Базується в Харкові, охоплює всі офіси в Україні та місця реалізації програми.

Підпорядкування:

Голові філії (CD) або іншій відповідальній особі, наприклад, заступнику директора країни (DCD), у разі відсутності CD.
Із центральним офісом прямого підпорядкування немає, але передбачена тісна співпраця з Радником з безпеки GSO для отримання технічних порад, підтримки, рекомендацій щодо навчання та експертизи.

 Підпорядковані посаді: Офіцер з безпеки (не пряме керівництво, але вважається матричним менеджером).

 Загальна мета посади:

Працюючи як важливий член різноманітної команди, яка прагне надавати практичну та співчутливу допомогу найбільш уразливим, Провідний аналітик загроз безпеки (SSSO) є основною контактною особою з усіх питань безпеки в межах програми, надаючи технічні поради та підтримку.

Щоденна робота включає моніторинг загального контексту безпеки в країні, комунікацію з національними та міжнародними структурами безпеки для забезпечення безпеки всього персоналу Medair в Україні та відвідувачів. Важливою частиною є ідентифікація, оцінка, зменшення ризиків через брифінги та навчання для національного та міжнародного персоналу.

 Огляд проєкту:

Medair — міжнародна християнська гуманітарна організація, яка надає екстрену допомогу найбільш уразливим людям, що постраждали від конфліктів, хвороб і стихійних лих, забезпечуючи гідне життя та надію.

Організація розпочала діяльність в Україні на початку березня 2022 року у відповідь на конфлікт. Medair реалізувала численні втручання в таких секторах, як: житло, охорона здоров’я, грошова допомога та непродовольча допомога, ведення випадків, водопостачання та санітарія, психічне здоров’я. Команди Medair працюють на сході та півночі України, забезпечуючи мультисекторальний підхід до допомоги.

Основні обов’язки та відповідальність:

Управління безпекою

Надання технічної підтримки та порад керівництву програми в Україні шляхом оцінки контексту та ситуації.

Розробка та впровадження стандартних операційних процедур (SOP) з безпеки.

Розробка коротко- та довгострокових планів безпеки, включаючи плани евакуації.

Комунікація з національними та міжнародними структурами безпеки (OCHA, UNDSS, INSO тощо).

Проведення оцінок безпеки локацій.

Управління інцидентами разом із CD.

Проведення оцінок ризиків, загроз і вразливостей.

Перевірка наявності та справності засобів індивідуального захисту (PPE), аптечок, трекерів.

Забезпечення системи відстеження переміщень персоналу.

Аналіз ризиків для підтримки прийняття рішень.

Перевірка безпеки офісів, житла, складів тощо.

Формування культури безпеки в організації.

Управління інцидентами та кризами

 Побудова мережі контактів для запобігання або вирішення інцидентів.

Перегляд плану кризового управління.

Участь у команді кризового управління.

Перевірка документів та обладнання для реагування на інциденти.

Комунікація

Участь у координаційних зустрічах з безпеки.

Координація обміну інформацією з Офіцером з безпеки.

Проведення регулярних брифінгів для персоналу.

Забезпечення доступності інформації українською та англійською мовами.

Зв’язок з Радником з безпеки GSO.

Контроль за безпековими чек-інами.

Бути контактною особою у разі інцидентів.

Навчання

Проведення вступних брифінгів для нових працівників і відвідувачів.

Рекомендації щодо навчань з безпеки (особиста безпека, перша допомога, міни тощо).

Підтримка безпеки баз Medair.

Координація зовнішніх тренінгів з безпеки.

Управління якістю

Використання стандартів Medair, бібліотеки, процедур.

Перевірка відповідності політикам і процедурам безпеки.

Делеговані обов’язки

Сприяти розробці локальних планів безпеки та SOP.

Перевіряти дотримання цих планів.

Представляти Medair на зустрічах з питань безпеки з державними структурами, НУО та ООН.

Кваліфікація / Досвід
 • Професійна кваліфікація: Підготовка з управління безпекою та охороною на високому рівні.
 Бажано: Вища освіта або відповідна кваліфікація в галузі управління безпекою в умовах нестабільного середовища.
• Досвід роботи: Досвід управління безпекою після здобуття кваліфікації, бажано в НУО.

• Мови: Добре володіння англійською (усно та письмово) та вільне володіння українською (усно та письмово).

 Location: based in Kharkiv, covers all offices in Ukraine and locations of implementation of the programme.

Job Holder Reports To: 

In Field: Country Director (CD), or relevant colleague such as Deputy Country Director (DCD) in the absence of the CD.
Headquarters: No reporting, but strong links with GSO Security Advisor for technical advice and support, recommendations for training, and expertise/skills.

Reporting to Job Holder: Security Officer (not direct line management but considered as Matrix manager).         

Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care, the Senior Security & Safety Officer (SSSO) is the primary contact for all security issues within the programme providing a reference point and technical advice.

On a day-to-day basis this involves the monitoring of the overall security context in-country, conducting communication with national and international security actors and stakeholders to ensure the security of all in-country Medair personnel and visitors. An important aspect of the role is identification, evaluation, mitigation, and risk reduction through briefings, trainings for local national and international staff. 

Project Overview: Medair is an international Christian humanitarian organization that provides emergency response to most vulnerable people occurring amidst conflict, disease, and disaster to ensure their life in dignity and hope. It launched its activities in Ukraine in early March 2022 as a result of conflict in Ukraine. Medair has implemented numerous interventions in various sectors, such as Shelter, Health, Cash and NFI, Case Management, WASH, Mental Health. Medair teams are located in the East and North of Ukraine to ensure multi-sectoral approach to assistance.

Major Duties and Responsibilities

Security Management

• Provide technical support and advice, as required, to the country management by means of conducting context and situational assessments to help develop an understanding of the issues that can affect safety and security (e.g. culture, ethnicity, politics, religion, economics, crime, social issues, etc.) for the whole of Ukraine.
• Draft and introduce security SOPs and guidelines to Senior Management (in collaboration with CD/DCD and PCs): Consolidate and update existing and/or develop new security related standard operating procedures, ensuring and enforcing their usability by the relevant Medair team members.
• Designing and updating a security plan for the short and long term areas of operation, considering potential risks, design the contingency plans (e.g. relocation or evacuation), in collaboration with CD and DCD. 
• Communication (including reporting on security incidents, upon CD’s approval) with national and international security actors and stakeholders (OCHA, UNDSS, INSO, etc) to ensure the security of all in-country Medair personnel and visitors.
• Coordinating and providing Location Security Assessments together with Security Officer, PC and the program team for CD’s validation. 
• Incident management (in collaboration with the CD): Identify, report to CD, respond to and facilitate the resolution of incidents, including supporting other team members with the reporting of security related incidents, including full analysis and appropriate follow-up.
• Support teams in conducting (including directly, in person), risk, threat and vulnerability assessments.
• Regularly checking and updating PPE (Personal Protection equipment) availability, and the functioning of security equipment and trackers, ensuring first-aid kits are available. Provide recommendations on personal security equipment, and recommend potential purchase of new security equipment. 
• Ensure robust systems of staff movement tracking.
• Provide risk analysis (in line with Medair’s approach to acceptable risk) that informs and supports relevant field managers in their decision making
• Ensure Medair vehicles, team accommodation (team houses and hotels) and work space (including offices, warehouses, training venue…) are safe and meet the Medair requirements, including building assessments (in collaboration with CD, DCD, PCs).
• Develop a healthy culture of security management across the organisation, promoting good security practices.

Incident and Crisis Management

• Work with field managers to build a network of useful contacts to help prevent or resolve security incidents.
• Upon CD’s request, support the review the crisis management plan.
• Be a member of the Field Crisis Management Team, if requested by CD.
• Regularly review documents and equipment to support incident and crisis management, ensuring items are in line with standard procedures, up-to-date and in good working order. This includes, but is not limited to, contact information, personnel files, communication equipment, emergency supplies, safe rooms, etc…

Communication

• Attend locally and nationally convened security coordination meetings as appropriate, representing Medair as the security referent for the programme.
• Coordinate with Security Officer relevant security information from available sources and distribute to Medair staff as appropriate.
• Provide regular security briefings, as appropriate, to the field management, and other team members and visitors.
• Ensure relevant security information is made available to staff in English and Ukrainian languages and is explained verbally to those with limited reading ability.
• Liaise regularly with the GSO Security Advisor
• Be a focal point for security check-ins for staff movement and SL
• Be among the first points of contact in case of an incident or with police/military representatives (SSSO phone number is on Medair ID cards in case of incidents). 

Training

• Upon CD, DCD or PCs request, brief new staff and visitors on relevant security issues, providing refresher training as required.
• Source and recommend relevant safety and security training for staff in areas such as personal security, use of communication equipment, landmine awareness, first aid, etc.
• Support colleagues responsible for running the Medair base(s) (e.g. office premises, staff housing, field bases, etc.) to ensure the security of the compounds, providing training and coaching as required
• Encourage and coordinate Security trainings (delivered by external providers, INSO, UNDSS, Red Cross, etc.), in collaboration with PCs and CD. 

Quality Management

• Promote and use the Medair e-library, Portfolio and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
• Review compliance of the country programme security set-up with Medair’s policies and procedures.

Delegated Responsibilities

• Encourage the development of location security plans and security SOPs.
• Review and monitor compliance with location security plans and SOPs.
• Represent Medair in meetings related to security with external bodies such as government offices, other NGOs and the UN

PERSON SPECIFICATION

Qualification / Experience

• Vocational qualification: Security and safety management training at a high level. Desirable: University degree or relevant qualification in security management in an insecure environment
• Work experience: Post-qualification security management experience, preferably in an NGO setting. Desirable: Security management experience in an insecure environment
• Languages: Good English (spoken and written) and fluent Ukrainian (spoken and written)
• IT: Computer literate with good working knowledge of Microsoft Excel, Word and Outlook
